- Description
- The United States (US) Army Contracting Command, Aberdeen Proving Ground (ACC-APG) intends to solicit and award a four (4) year Single Award Indefinite-Delivery/Indefinite Quantity (IDIQ) contract for the Communication Electronics Command (CECOM) Software Engineering Center (SEC) Tech Services Directorate (TSD). This acquisition will be solicited under a Total Small Business Set Aside. The CECOM SEC TSD requires staff augmentation support services in areas of software development, Information Technology (IT) infrastructure, and cybersecurity services. The scope of this effort is to provide professional services to include software development, software sustainment, technical support, and program management services in support of a variety of business web applications and systems, the Software Engineering Environment (SE2) infrastructure, and emerging technologies standardization. This action requires the Contractor to work in combined teams with Government personnel. This support, as outlined in the Performance Work Statement (PWS), encompasses the areas of Development, Sustainment, and Technical Support as defined below: Development: Task orders for development work will target the generation of previously unavailable software, system, or service capabilities. These task orders will augment Government teams which typically utilize the Agile Scrum framework to incrementally deliver usable software, system configurations or services aligned with the Government provided PWS. Sustainment: Task orders for sustainment work will target maintaining the availability of existing software or system capabilities. These task orders will augment Government teams that typically utilize the Kanban framework to generate process flow and consistent output frequency. Technical Support: Task orders for technical support work will target the delivery of discrete software development, cybersecurity, and IT expertise and capabilities in support of development and sustainment teams both internal and external to the CECOM SEC TSD. These task orders will augment Government teams that typically utilize an IT Service Management framework to fulfill individual service requests. CECOM is required to provide software sustainment support for its business and weapon systems to the Army and its many customers. Unfortunately, because of the lack of government staffing, CECOM requires contractor support to supplement the government workforce. A brief industry engagement via MS-Teams will be conducted on 12 May 2023 from 10:00am to 11:00am (eastern time) to walk through the Solicitation and answer any questions from Industry.
