Description
Notice of Intent to Noncompetitively Acquire an Optical Frequency Comb Laser (OFCL) System. This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The National Institute of Standards and Technology (NIST) requires a contractor to provide an Optical Frequency Comb Laser (OFCL) System. The OFCL system shall be an octave-spanning fiber frequency comb centered around 1560 nm telecom frequency range. The system shall provide a true turn-key solution and be customer self-installable, minimizing the need for technical support. The system shall provide precise control over the repetition rate, optical reference, and carrier envelope offset frequency. The system shall be in a format no larger than a standard 2U 19-inch rack enclosure and shall be easily transportable. The system shall have low-phase noise operation. The system shall have average output optical power above 200 mW that is upgradable to be above 700 mW level. The NIST Thermodynamics Metrology group intends to procure this system for the development of the next-generation photonic thermometer. Currently, the Standard Photonic Thermometer (SPoT) performs better or on par with the Standard Platinum Resistance Thermometer (SPRT) at water and gallium triple points.� The requested OFCL will enable NIST to perform critical long-term metrology research of SPoT over 1000�C temperature range and accelerate the replacement of SPRT by SPoT.� The OFCL delivers ultrahigh-precision and accuracy optical frequency measurements in fundamental and applied contexts, which is currently not feasible with any other approaches (i.e. dual combs, electro-optic combs, etc.). Here, the OFCL will enhance and standardize the optical spectroscopy of SPoT as SPoT delivers performance far exceeding the SPRT.� Additionally, the OFCL will support the development of a new absolute thermodynamic temperature standard in which SPoT will be co-integrated with an optomechanical thermometer on the same chip.� This acquisition will expedite the completion of deliverables for the externally funded DoD/Air Force photonic thermometry program and significantly enhance the SPoT�s technical performance.� NIST conducted market research from December 2022 to February 2023 to determine what sources could meet NIST�s minimum requirements. This included surveying vendors through web searches, vendor fairs at optics and photonics conferences, looking at trade publications, surveying existing NIST instruments, and consulting colleagues with relevant experience inside and outside of NIST. Additionally, a Sources Sought Notice ID AMD-SS23-IE for various scientific equipment to include and OCFL was issued on January 20, 2023 and closed February 13, 2023. The results of that market research revealed that only Vescent Photonics, LLC, 14998 West 6th Avenue, Suite 700, Golden, CO 80401 (UEI: JDCKBJDFLLL5) appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier (UEI) number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Only responses received by the offers due date and time of this notice will be considered by the government.
