Description
This is not a Request for Proposal (RFP), Request for Quote (RFQ), solicitation, or an indication that the government will contract for any requirements at any time in the future. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made. The government is not responsible for any costs incurred for information received in response to this notice and is in no way obligated by the information received to take any action. The 338 Enterprise Source Squadron at 2021 First St. West, Joint Base San Antonio � Randolph, TX 78150-4302 intends to extend the current Foreign Military Sales firm fixed price contract FA300216D0011, F-15SA Aircraft Maintenance Upgrade Training (UGT), ordering period by two years on a sole-source basis to the incumbent contractor, PKL Services, Inc, Poway, California 92064-8818. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1). Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 � Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor will be required to provide maintenance training services under a Foreign Military Sales case which supports the Royal Saudi Air Forces (RSAFs) Fleet Modernization Program (FMP) - UGT for their F-15SA fighter jet. Training consists of qualifying Royal Saudi Air Force (RSAF) maintainers to the: 5-skill and 7-skill level UGT to include: Position Qualification Training (PQT), Air Force Specialty Code (AFSC) specific Career Development Courses (CDCs), Cross-(FMS) F-15SA AIRCRAFT MAINTENANCE UPGRADE TRAINING (UGT) flow Training, Instructor Training, and Field Training Detachment (FTD) courses.� The schedule of performance of the extension will be 1 September 2023 to 31 August 2025. Currently there is no requirement for a follow-on contract. The NAICS code for this acquisition is 611519 with SBA size standard $21,000,000.00. All responsible sources (domestic prime contractors) may submit capability a package, which shall be considered by the agency. Any prime contractor who believes itself capable to provide the OCONUS training services to begin 1 September 2023, must submit capability package in writing. Capability package must clearly demonstrate that the prime contractor can provide for all necessary requirements. To be considered, all interested sources must submit their capability package, described in this notice, by 19 May 2023 @ 4pm CDT via email to Joseph Crespo, joseph.crespo@us.af.mil and Angel Hill, angel.hill.2@us.af.mil. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
