This is Amendment 1 to COMBINED SYNOPSIS/SOLICITATION NOTICE for Portable 500 kW Diesel Generator Summary of Amendment 1: The following questions were submitted by prospective contractors and answered accordingly. The solicitation has been amended to reflect the answers. Question: Generator set mounted controller with automatic start/stop with cooldown timer and manual and automatic paralleling capability. Genset equipped with hardware to provide two-way communication for remote control and equipment monitoring via cellular network. Is paralleling required?  If so, with what generator? Is cellular monitoring required or just a feature on the generator the customer looked at? Answer: Paralleling is not required. Cellular monitoring is not required. Just a feature that the prior COR looked at. Question: You are requesting a 3- position voltage switch which is unusual for a product of this size.  Units this large generally use a 2 position 480-208vac output.  Please advise if a 2 position would be acceptable. Answer: A 2-position voltage switch is acceptable for 480v-208v. The response due date has been changed to 15:00 EST May 11, 2023 Responses to this Combined Synopsis/Solicitation must be in writing and submitted on the attached Request for Quotation (Form SF1449). 100% SDVOSB set-aside. NAICS Code: 335312; size standard: 1,250 employees; PSC: 6115 Responses to this notice shall include the following: (a) company name  b) address (c) point of contact (d) phone, fax, and email (e) SAM UEI (f) Cage Code  (g) Tax ID Number (h) and must  provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor and provide the commodities described within the Request For Quotation.   VA Hudson Valley Healthcare System at Montrose VA Medical Center, Engineering Service, is seeking to purchase a Portable 500kW Diesel Generator. Portable 500 kW Diesel Generator Objective: This generator will meet, at a minimum, the following physical and performance characteristics: One (1) new diesel fueled Standby Generator set rated at 500 KW, variable voltage, (208/240/480), 60 HZ, 3 phase, 0.8 power factor at 1800 rpm. Cam lock and busbar distribution panel Generator has a minimum of (2) 120 V GFCIs and (3) 50 amp 240 volt Generator set in containerized module with sound attenuated air intake louvers and insulated interior walls and ceilings with minimum 4 of acoustic paneling. Trailer has two-axle, air-ride chassis with anti-lock brake system and shall have an overall width of no more than 8 - 6 and an overall height with the mounted generator set not to exceed 10 -3 It shall be towable using a standard ball hitch. Sound attenuated container with minimum 76dB(A) at 25 feet per SAE J1074 measured at 75% prime load. 110% spill containment of onboard engine fluids and variable speed cooling fan for reduced fuel consumption and reduced sound at partial loads. Shore power connection via distribution block connections for jacket water heater, battery charger, space heaters, generator condensate heaters and internal duplex service receptacle. Generator set mounted controller with automatic start/stop with cooldown timer. Fuel/Emissions strategy to meet US EPA Tier 4 Final emission standards and CARB certified for non-road mobile application. Engine to have double-wall fuel tank, UL 142 listed with leak detection sensor and complies with capacity of 24-hour runtime @ 75% prime, internal and external fuel fill. Engine equipped with 25-gal plastic Diesel Exhaust Fluid (DEF) tank with integrated pump, level sensor to display the DEF level in control panel and electrically heated lines from DEF tank to CEM. Clean Emissions Modules (CEM) comes with integrated CRS, DOC, DPF, and SCR and is located in separate compartment. UL listed 208/240V, 20 amp battery charger, shock-mounted and enclosed in dust-proof housing. Lube system consists of pump, integral oil cooler, lube oil, filter, filler and dipstick, and oil sampling valve. Cooling system with vertically mounted radiator with vertical air discharge from the container to provide 47o C ambient capability at prime rating and 500m. Suppler shall deliver, set up and demonstrate full acceptable operational performance prior to acceptance by COR/POC. This shall include documented on-site load bank test and shall include demonstration of the emergency stop capability. Supplier shall provide (2) O & M manuals and a minimum of 1 hr of training to campus electrical staff and mechanics. All offers must be submitted using the attached RFQ along with any other relevant information as per FAR 52.212-2 Evaluation Section E - page 40. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov.
