- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following in support of the VA Puget Sound Health Care System (VAPUGHCS): VAPUGHCS has a need for: LEICA Microsystems Service Contract on their Leica SP8X DIVE confocal microscope system, Model number is SP8X DIVE. Background The Northwest MIRECC is Congressionally-mandated to investigate the hidden wounds of war posttraumatic stress disorder and traumatic brain injury. The two-photon microscope used by the MIRECC requires continued preventive services and maintenance to sustain operations related to tissue imaging and documentation. This system is a delicate and complex scientific instrument and therefore must be maintained and calibrated by either the original manufacturer, Leica Microsystems, or a manufacturer approved service technician using manufacturer approved parts. This critical equipment supports important on-going scientific research at VA Puget Sound that benefits Veterans. Scope The service plan must ensure that a Leica approved service engineer will troubleshoot and repair the instrument with certified Leica parts. The general scale of work is limited to servicing, preventive maintenance, technical support, and repair of the Leica SP8X DIVE two-photon microscope (SN: 8110002217) including associated components. The contract is limited to instrumentation that is currently located on the 1st floor of building 13, VA Puget Sound. There are no other tasks required within the facility except the above-mentioned tasks related to this particular instrument and components, located in room 118 of building 13. Specific Tasks Task 1. Contract will include unlimited repair service, as required, by a Leica certified field service engineer, using Leica approved replacement parts. Task 2. Contract will include one planned maintenance inspection per annual contract period. Task 3. Contract will include software updates. Task 4. Contract will include unlimited access to technology support during the hours of 8:00am to 5:00pm, Monday through Friday. Task 5. Coverage will begin December 19, 2023, and continue for 12 months, until December 18, 2024, OR will begin when contract is in place. The service contract will cover the following equipment: Leica SP8X DIVE confocal microscope system SN: 8110002217 Performance Monitoring All monitoring of this contract will be done by the MIRECC laboratory managers and scientists (POCs) assigned to manage the shared equipment of the MIRECC on the 1st floor of building 13, VA Puget Sound. Any failure of the company to comply with any part of this contract will be immediately reported by the POCs to Dr. Jeffrey Iliff and the assigned contracting officer. Security Requirements In the performance of the contractor s duties on site if required, all contractor personnel are required to take the appropriate instructional classes through our Lab Safety Program and/or complete a visitor compliance form and must be escorted at all times within the facility. Any work to be performed under this contract is within research space and specifically in Room 118 of Building 13. This area is non-clinical space and is secured by swipe card badges and unique keys providing a double layer of protection as well as direct observation by the escorting scientist or laboratory manager. This equipment is for imaging and documenting tissue; therefore, no VA sensitive data or patient information is involved, the listed microscopic equipment does not connect to the VA LAN. Each service appointment will be scheduled in advance by one of the scientist or laboratory manager POCs. Regarding Information security, the C&A requirements do not apply, a Security Accreditation Package is not required. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI) None Place of Performance Work will be performed through telephone and email conversations or actual on-site inspections and repair of the equipment. MIRECC Research Areas Bldg. 13, Room 118 1660 S. Columbian Way Seattle, WA 98108 Period of Performance This will be a Base Plus Four Year contract. National Holidays Work shall not be performed on the following legal government holidays: New Year s Day Jan 1st Martin Luther King Day 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran Day November 11th Thanksgiving 4th Thursday in November Christmas December 25th If a holiday falls on Sunday, the following Monday will be observed as the national Holiday. When a holiday falls on a Saturday, the proceeding Friday is observed as the national Holiday. Also included would be any day specifically declared by the President of the United States as a National Holiday. Due to the highly specialized nature of the equipment requiring maintenance, the vendor shall be either the Original Equipment Manufacturer (OEM), Leica Microsystems, or a manufacturer approved service technician using manufacturer approved parts, verified by an authorization letter or other documents from the OEM.
