- NOTICE OF INTENT TO SOLE SOURCE: The Western Area Power Administration, Corporate Service Office intends to acquire software maintenance and support of the GE Grid Platform Supervisory Control and Data Acquisition (SCADA) Energy Management System (EMS) software suite on a Sole Source basis from GE Renewables Grid, LLC of Bothwell, WA under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(2). This is a sole-source requirement to GE Renewables Grid LLC for annual support and maintenance of the General Electric (GE) Grid e-terra platform Supervisory and Control (SCADA) and Energy Management System (EMS) suite of applications currently in use in WAPA�s Sierra Nevada Region (SNR). The support of such software and updates for the software are critical to NERC CIP compliance and FISMA regulatory standards. Further, the software supports over 20% of WAPA footprint and the loss of this software would cause significant impact to WAPA�s mission of supporting a reliable Bulk Electric System. The North American Industry Classification System (NAICS) code for this acquisition is 513210, and the size standard is $47M in annual receipts. It is anticipated this action will result in a firm-fixed-price contract with GE Renewables Grid on or about May 25, 2023 for the initial Period of Performance of June 1, 2023 through November 30, 2023 with two 3-Month Options. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13.5, Simplified Procedures for Certain Commercial Items. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.� Capability statements must be received within 10 calendar days after date of publication of this notice and shall include documentation on ability to satisfy the Government�s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
