Description
Update (May 5, 2023): Thank you all for the great response to the RFI. To address some recurring comments we received, I've posted a document with example Task Orders and a document with examples of the program environments you may interact with. An updated KANBAN has also been posted. Update (April 21, 2023): A Request for Information (RFI), draft milestones, updated Kanban board, draft Performance Work Statement, and draft Ordering Guide have been posted for review and comment. The RFI and comments on the draft documents are both due by 4:30 PM CST. Please utilize the excel spreadsheet to submit comments on the draft documents. There is a separate tab for each document as well as a tab for General comments for the Government to consider. The Government is currently considering a two-year contract for DevMAC 2.0. This will allow us to establish DevMAC as a Minimal Viable Product (MVP) in order to begin executing sooner than later and also collect lessons learned for the next iteration. Other forms of DevMAC contracts may be solicited based on lessons learned via the MVP stage of the contract. The short duration allows the DevMAC product line (versus a specific contract) to evolve over time to meet mission partner needs. In order to maintain an accelerated milestone schedule, the Government does not plan to post Questions and Answers. The Government will review comments submitted to continue to develop the RFP. Industry will have a chance to review more draft documents as they are developed and offer comments at that time. If the Government determines there is an area of the draft RFP in which is not clear to a large segment of Industry, we will post communications to provide clarity or seek more feedback. In addition, the draft documents are also being currently reviewed by the Government. Items such as formatting, references to policy, emails, etc. are being checked for accuracy. We opted to provide a rougher draft in order to allow Industry more time to review and comment. Finally, more details concerning the source selection milestones will be provided at a later date. Certain acquisition milestones could change or be eliminated as the acquisition strategy and RFP are developed. Update (April 20, 2023): Updated Kanban posted. Documents will be posted tomorrow (April 21, 2023) for review and comment. Update (April 13, 2023): Picture of Kanban posted without the pop-up blocking the sticky-notes. The Development Multiple Award Contract 2.0 (DevMAC 2.0) is a critical component of the Defense Healthcare Management System (DHMS) Program Executive Office (PEO) 3.0 digital transformation strategy, focused on producing teams of effective builders composing a world-class technology organization, well suited to adapt and evolve with the rapidly changing and on-demand environment around the Defense and Health ecosystem. DHMS-Contracting Division (CD) is not seeking or accepting unsolicited proposals for this requirement. This notice should not be construed as a commitment of any type by the Government to take or not take any action. Please note DHMS-CD will not be responsible for any costs incurred by any entity which provides and/or attempts to provide information in response to this synopsis.
