Description
NOI for OCLC WS WORLDCAT The US Army Corps of Engineers (USACE) intends to award OCLC WS WORLDCAT Information Services a single-source fixed-price purchase order for access to the following- The product, OCLC Cataloging and Metadata, will provide the full range of cataloging and metadata services to streamline cataloging workflows, reduce operational costs, and save staff time. It will include WorldCat, which holds over 415 million high-quality bibliographic records that have been created, enhanced, and shared by libraries worldwide. This will allow more copy cataloging, improvement of discovery of our collections, hold and register us in WorldCat to support services such as interlibrary loan. Subscription includes the ability to automatically receive enhanced MARC records when improvements are made to WorldCat records for items we use. Without this service HQ/HECSA Library would be forced to catalog each acquisition from scratch at the cost of one man-hour for description, subject heading selection and determining where each resource should sit on a Library of Congress shelving system per item. The HQ/HECSA library would also become separated from the interlibrary lending economy, thus unable to receive loaned resources necessary for the USACE mission. OCLC WS WORLDCAT Information Services has been and presently is the SOLE known provider of such services described above. This requirement's performance period will be 01 July 2023 to 30 June 2024 for the base year and 01 July 2024 to 30 June 2025 for option year 1. Unless and until another source is identified, no competition is sought. This is a special notice prepared in accordance with the requirements of FAR Section 5.2 Synopses of Proposed Contract Actions. There will be no posting of a solicitation. IT and TELCOM - Web-Based Subscription PSC - D317 519130 - Internet Publishing and Broadcasting, as well as Web Search Portals However, any firm that believes it can meet this requirement may give written notification to the Contracting O?icer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
