Description
This is a special notice of an upcoming requirement supporting the Millennium Challenge Corporation, Department of Congressional and Public Affairs. The objective of this special notice is to facilitate an opportunity for industry to provide capability statements, and to solicit responses to questions prepared by MCC regarding this requirement (see below). Instructions/Response Date: Please review the details of this upcoming requirement and if interested, provide a capability statement, general questions/comments, and responses to the MCC questions for industry no later than 2:00PM EST, Friday, May 19, 2023.� Use the subject line �Special Notice � MCC CPA Support Services� and address the email response to Ms. Kamille Green, greenkd@mcc.gov. Overview: The Millennium Challenge Corporation (MCC) is a U.S. Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their people.� Key MCC operating principles relating to the award of grants include emphasis on economic impact, reward for performance, partnership with recipient countries, and focus on results. Eligible countries are invited to develop and submit grant proposals to MCC for consideration. MCC will seek to enter into a Compact for assistance with those countries that submit quality proposals for poverty reduction through economic growth.��� Scope: MCC seeks an experienced, full-service public relations firm to support its Department of Congressional and Public Affairs' external affairs, communications, creative services, and other related activities. The required services should include, but are not limited to: Special events planning and execution support. Graphic design, digital and social media content development expertise. Social media tools and strategy recommendations, implementation and audits/analysis of social media use and presence, including identifying key metrics and assistance in establishing goals pertaining but not limited to impressions, reach, target audiences, and targeted amplification. � Photojournalism, photography, video and webcasting/livestreaming and other media services. Experienced planning and executing various tactics to increase brand recognition and awareness, drive website traffic, and significantly boost external engagement across multiple channels. Deliverables: External Affairs Deliverables to assist MCC�s external affairs team in providing high-quality events and engagements. Deliverables include but are not limited to: Day of event support � registration, catering, providing facilitation and/or logistical support during events Pre- and post-event support, especially as related to 20th anniversary, roadshows, and other events. External venue research and selection Platform support to host online meetings and conferences. Translation services Creative Services (Web, Print, Video and Motion Graphics) Deliverables to assist MCC�s web and creative team in providing rapid support in graphic design, document formatting, HTML markup, video capture and production, photography, and web page design. Deliverables include but are not limited to: Graphic design work for web, print and video, including infographics, social media graphics, posters, etc. Formatting documents in Adobe InDesign for final output in both PDF and HTML using MCC standard templates. Social media support. Marking up documents in web standard HTML using MCC standard CSS Capturing video and photos Creating motion graphics Post-production on video and motion graphics Source files for all delivered materials. MCC uses the Adobe Creative Cloud suite of apps and source files should be created using those apps. Communications Deliverables to assist MCC�s communications team in crafting high-quality and engaging content to internal and external audiences: Support of CPA established strategies and tactics to increase MCC brand recognition and awareness, particularly with overseas audiences. Copy-editing public facing materials and reports. Reporting Deliverables to help MCC understand the global public relations landscape and that of its peers: General public affairs trends and best practices of MCC�s peers and other public relations entities. General awareness and tracking capabilities of mis � disinformation support and tactics to counter trends. Trends to consider for graphic design, video design and web design to improve/enhance user comprehension and experience. Trends to consider for social media to bolster engagement. Trends to consider for remote, hybrid and in-person events to encourage greater target audience participation. Trends to consider for engaging press, press release dissemination and other press-related practices to increase interest and placement. Principle Place of Performance: United States off-site and Washington DC on-site for substantive meetings with MCC CPA staff; overseas in MCC partner countries as needed. Anticipated Contract Type and Period of Performance: Time and Materials contract for one-year base period, plus four (4), one (1) year option periods based on performance and agency requirements. Set-aside Status/Procurement approach: Small business set-aside / Potential direct award to an eligible 8(a) Small Business participant Anticipated award date: MCC expects to launch this procurement in early to mid-June 2023.� MCC anticipates the contract to be awarded late July to early August 2023. MCC questions for industry: Please indicate the size of your business. Please indicate all socio-economic categories that apply to your business and potential subcontracting affiliates for this award. Does your company have GSA Contracts relevant to this requirement. If applicable, list the relevant SINS, Pools or Constellations. Please explain your ability to provide seamless support services as described in the scope of this requirement. Does your company have similar previous experience with the type of work outlined within this notice? Please provide a brief summary of recent relevant experience and indicate whether there are CPARs for referenced efforts? Will your company potentially sub-contract out a portion of the requirement? If so, specify what functions. Does your company possess the expertise to ensure a successful contract ramp up within 30 days of award?
