Description
SYNOPSIS The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for Portland VA Medical Center Seismic Retrofit & Upgrade - Phase 2, Design-Build Construction Contract. Project Scope: This is a new requirement for the design and construction of the following elements: The design build contractor shall provide all labor, equipment, and materials to design and construct a new multi-story Specialty Care Building 110 (SCB; B110) with 297,000 building gross square feet (BGSF) / 220,000 departmental gross square feet (DGSF), and new structured parking Building 111 (B111) for the addition of 449 net new parking spaces (approximately 624 gross spaces when considering surface parking anticipated to be lost during construction activities) including associated site work for the Veterans Affairs Portland Health Care System (VAPORHCS).� In accordance with the EPGMP the majority of technical requirements for this project come from the Department of Veterans Affairs Technical Information Library (TIL), www.cfm.va.gov/til/ while some specific requirements come from USACE; primarily contract administration, quality management, risk management, safety, and cost estimation. Magnitude of Construction: The estimated cost of the project is over $500,000,000. Period of Performance: 60 months Set Asides and Codes: This is an Unrestricted Full and Open Competitive Acquisition. The North American Industrial Classification Code (NAICS) for this requirement is: 236220, �Commercial and Institutional Building Construction�. The related size standard is: $45M. Acquisition Strategy: This is anticipated to be a two-phase design-build procurement, as described in FAR Sub Part 36.3, and the basis of award shall be the Best Value Trade-Off Process.� Phase 1 of this process requires potential contractors to submit their qualifications proposal for review and consideration by the Government.� Offerors must submit a complete Phase 1 proposal to be considered for Phase 2.� Phase 1 will not request or require pricing information. Following the review, evaluation and rating of these proposals, the Government shall select the three (3) highest rated Offerors to receive the technical requirements package for advancement to Phase 2.� Only those Offerors who receive a written notification from the Portland District Contracting Officer that their firm has been selected to participate in Phase 2 of this solicitation will be invited to submit a Phase 2 proposal. �The selected Offerors shall provide a technical and price proposal for consideration by the Government at Phase 2. Based on the Best Value/Trade-Off Analysis, the Government expects award will be made to the Offeror proposing a combination of technical, past performance, and price factors, which offer the best value to the Government. �This acquisition will result in a single fixed-price contract. Stipends are also likely to be utilized for Phase 2 with a projected amount of $723,000 per offeror. Proposal Period: The Phase 1 solicitation is scheduled for release on or about 14 July 2023 with a 30-day response time and a down select decision announced through Amendment in 1st Quarter of FY 24. The tentative date for initiation of the Phase 2 solicitation with the selected offers is Second Quarter of FY24 with a 120-day response time and final award in late FY24 or early FY25. Request For Proposal: The Request for Proposal (RFP) shall be posted on the SAM.gov website once the solicitation is issued. System for Award Management (SAM): Offerors are required to be registered in SAM at https://www.sam.gov/portal/public/SAM/ at the time an offer is submitted IAW FAR 4.1102. Utilization of the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) Module: This procurement will require offerors to submit all proposal documents electronically through the PIEE Solicitation Module. Offerors shall either self-register for a PIEE account and add the appropriate roles, or for existing PIEE users, access their account and add additional roles.� There are two vendor roles required for access - Proposal Manager and Proposal View Only. When this solicitation is posted through PIEE, it will transfer to SAM.gov utilizing W9127N-23-R-0021. The pre-solicitation notice (synopsis) will not be linked to the solicitation due to errors that are created when trying to use the same number in both systems. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT JULY 14, 2023. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
