- Description
- The Bureau of the Fiscal Service (Fiscal Service), on behalf of the United States Department of Housing and Urban Development, Office of Inspector General (HUD-OIG) 451 7th Street SW, Washington, DC 20410, intends to contract with the National Academy of Public Administration, 1600 K St NW #400, Washington, DC 20006, on a sole source basis for independent assessments of their Office of Audit (OA). The proposed acquisition is to obtain Consulting Support Services from the National Academy of Public Administration for an assessment of the Office of Audit (OA). Specifically, the assessments shall consider both the workplace overall, inclusive of gaps, inefficiencies, metrics, goals, administrative and organizational processes, workforce and workforce development and general overall health. The assessment shall result in a Final Assessment Report that will provide HUD OIG with a clear understanding of the challenges faced by the Office of Audit, as well as actionable recommendations based on said findings. Per 98 Statute 127 36 USC 2317 Sec. 17 - �The National Academy of Public Administration shall, whenever called upon by Congress, or the Federal Government, investigate, examine, experiment, and report upon any subject of Government, the actual expense of such investigations, examinations and reports to be paid by the Federal Government from appropriations available for such purpose.� The National Academy of Public Administration is uniquely qualified to meet the need of HUD OIG OA. NAPA is Congressionally chartered (per Statute 98) to assist Federal entities with issues concerning the management and leadership of Federal offices. In this capacity, NAPA has established a substantial level of expertise in Federal management, to include �reach back� to a network of federally aligned experts, organizations, and entities not available to other firms. � Product Service Code R410 � NAICS 541611 � Destination information/Place of Performance: The primary place of work shall be the contractor�s facilities. HUD OIG will provide conference space/workspace at secondary worksites, to include HUD OIG HQ in Washington DC and other offices located CONUS. The period of performance for the contract is anticipated to be six (6) months with no options. The anticipated award date is by 09/30/2023. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will not be accepted. This intent to sole source notice will close on 05/19/2023 at 10:00 a.m. EST. Any responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-HUD-23-069 /Attn: MR � PW. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Fiscal Service intends to make award on a sole source basis to the National Academy of Public Administration.
