THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE CONTRACT TO IPERFORMX LLC TO PROVIDE THE LICENSES AND SUPPORT FOR THE PILOT TRAINING LEARNING MANAGEMENT SYSTEM SUSTAINMENT SOFTWARE. The Air Force Installation Contracting Center (AFICC) - 338 Enterprise Sourcing Squadron (ESS), JBSA-Randolph, TX 78150-4302, announces the intent to award a firm-fixed price contract on sole source basis to iPerformX LLC., 140 Newport Center Dr, STE 150, Newport Beach, CA 92660-6921, under the authority of 10 U.S.C. 2371(b)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for one (1) year. The anticipated award to iPerformX LLC. is for sustainment of the open architecture Pilot Training Transformation Portal (PTT) Learning Management System (LMS) and all the features supporting of syllabus driven academic content delivery/tracking and a persistent connection to the spectrum of immersive devices outlined in the Pilot Training Cloud and On-Premises hardware. The LMS must be capable of seamless ingestion/display/interactivity of up to 25 syllabi and up to 3500 users. The LMS provides four (4) distinct user roles: Administrator, Base Administrator, Instructor, and Student, for user permissions as previously defined on the agreement # HQ0845-20-9- 0011. The LMS offers automatic user enrollment IAW the cloud architecture and previously agreed upon workflows in the Other Transaction Agreement #HQ0845-20-9-0011. The LMS delivers distinct environments that limit the user facing data and users assigned to the specific location. �The LMS also offers academic content delivery/tracking of all government directed syllabi, a fully interactive syllabus with the ability to launch starting conditions of common immersive training device (cITD) events outlined in said syllabi, allows the user to set the conditions and enable the Virtual AI Instructor Pilot (VAIP) for cITD events, captures and/or displays student performance for academic content completion and grading, and captures and/or associates cITD data with end user profile. iPX�s LMS contains an automatic scheduling tool capable of importing/exporting a common format of user values and provides a user terminal that can manually manipulate users and events. The Contractor shall provide the Government a common template to import updates to new and/or current syllabi, build and/or provide a mechanism/template for the Government to provide those conditions/variables and documents to be set/displayed in the virtual flying environment, provide a no more than �two click� approach to launching the cITD event. The Contractor shall deliver the previously developed �Freeplay� tool to set and launch conditions/locations from a common user interface, enable the ability to set/launch the training scenarios for the VAIP tool in a similar manner for non-VAIP cITD events, enable the student grade sheet and functionality previously develop in the agreement # HQ0845-20-9-0011, and configure the student profile tiles to display student performance. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses submitted in response to this notice shall include the following: a. �Description of how the interested party plans to provide hosting of, access to, and personnel trained and proficient in programming, maintenance, and sustainment services of the Pilot Training Learning Management System (LMS). b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDCOSB), Small Business, Large Business, etc.) To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 10:00 AM (Central Daylight Time) on May 17, 2023. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
