IAW BASIC DRAWING NR 19207 8705893 REVISION NR R�� DTD 10/23/2007 PART PIECE NUMBER: IAW REFERENCE DRAWING NR 19207 12369021 REVISION NR C�� DTD 05/14/2007 PART PIECE NUMBER: IAW REFERENCE DRAWING NR 19207 8705893 REVISION NR���� DTD 12/13/2022 PART PIECE NUMBER: IAW REFERENCE DRAWING NR 19207 8705893 REVISION NR N�� DTD 09/24/2003 PART PIECE NUMBER: THE ITEM DESCRIBED IN THIS SOLICITATION IS DEFINED IN WHOLE OR IN PART BY ARMY DRAWING(S).� THESE DRAWING(S) MAY CONTAIN A PAINT FINISHING REQUIREMENT.� WHERE SUCH REQUIREMENTS ARE SPECIFIED, USE DCSC DRAWING 16236 CS-2300-0001 IN LIEU OF FINISH REQUIREMENTS OF THE ARMY DRAWING(S).� THIS DRAWING CONTAINS SPECIFICATIONS FOR CHEMICAL AGENT RESISTANT COATINGS (CARC), AND ADDITIONAL INFORMATION RELATING TO HIGH TEMPERATURE COATINGS. Drawings/specifications will be available through DIBBS solicitation link in the synopsis on the solicitation issue date. General questions can be answered by the DLA Product Data Customer Service Help Line at 1-804-279-3477. � Qualification Requirements: COMPONENT QUALIFIED PRODUCTS LISTS (QPL)/QUALIFIED MANUFACTURERS LISTS (QML).� THIS ITEM CONTAINS ONE OR MORE COMPONENTS DEFINED BY A SPECIFICATION(S) WITH AN ASSOCIATED QUALIFIED PRODUCTS LIST (QPL) OR QUALIFIED MANUFACTURERS LIST (QML).� QUALIFICATION REQUIREMENTS IN PROCUREMENT NOTE H02 ""COMPONENT QUALIFIED PRODUCTS LIST (QPL)/QUALIFIED MANUFACTURERS LIST (QML)"" APPLY. This item has technical data some or all of which is subject to�export-control of either the International Traffic in Arms regulations�(ITAR) or the Export Administration Regulations (EAR), and cannot be�exported without prior authorization from either the Department of State�or the Department of Commerce. Export includes disclosure of technical�data to foreign persons and nationals whether located in the United�States or abroad. This requirement applies equally to foreign national�employees and U.S. companies and their foreign subsidiaries. DFARS�252.225-7048 is applicable to this data.� The Defense Logistics Agency (DLA) limits distribution of export-control�technical data to DLA contractors that have an approved US/Canada Joint�Certification Program (JCP) certification, have completed the�Introduction to Proper Handling of DOD Export-Controlled Technical Data�Training and the DLA Export-Controlled Technical Data Questionnaire�(both are available at the web address given below), and have been�approved by the DLA controlling authority to access the�export-controlled data. Instructions for obtaining access to the�export-controlled data can be found at:�https://www.dla.mil/Logistics-Operations/Enhanced-Validation/� To be eligible for award, offerors and any sources of supply proposed� for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access� export-controlled data managed by DLA. DLA will not delay award in� order for an offeror or its supplier to apply for and receive approval� by the DLA controlling authority to access the export-controlled data.� Quantity (including option quantity): Anticipated type of contract is an IQC.� Items to be shipped to various military depot locations within established minimum and maximum quantity limits on an as needed basis. Unit of Issue: EA Destination Information: FOB Origin/ Inspection & Acceptance at Origin Delivery Schedule: SEE SOLICITATION All responsible sources may submit an offer/quote which shall be considered. The solicitation will be available in DIBBS on its issue date on or after 5/23/23. This solicitation will be available on the Internet at https://www.dibbs.bsm.dla.mil/ . �Due to system constraints, it may take as long as three business days from the stated issue date for the solicitation to post to DIBBS. � TYPE OF SET-ASIDE: The proposed contract is 100% set aside for small business concerns. The Small Business size standard is: CLIN 0001 NSN 3020-00-293-5136 NAICS 333613 NAICS Title Mechanical Power Transmission Equipment Manufacturing Size standard 750 The proposed procurement contains an option to extend the contract period one or more times at the discretion of the government.� The total duration (base plus option years) shall not exceed __5__ years. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. � Various Increments Solicited: SEE SOLICITATION The solicitation document contains information that has been designated as ""Militarily Critical Technical Data."" Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS) ATTN: U.S./Canada Joint Certification Office 74 Washington Avenue North Battle Creek, MI 49017-3084 or call the DLIS at (800)-352-3572. The DLIS Unites States/Canada Joint Certification Lookup service is available via the Internet at: http://www.logisticsinformationservice.dla.mil/jcp/search.aspx. Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirement at time of award, in accordance with FAR clause 52.209-1 or 52.209-2. The solicitation identifies the office where additional information can be obtained concerning qualification requirements and is cited in each individual solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. This public disclosure is anonymous, meaning that each offeror's identity will be concealed from other offerors (although it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g., ""Offeror A""). By submitting a proposal in response to the solicitation, offerors agree to participate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered its final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides that further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. The scope of this acquisition is for a firm-fixed price, Federal Acquisition Regulation (FAR) Part 15; Indefinite Quantity Contract (IQC) for the procurement of National Stock Number (NSN) 3020-00-293-5136. The Government is pursuing a long-term contract, for the duration of a one-year base and four separately priced one-year option periods for a potential total of 5 years.� The total contract value is not to exceed $_1,792,658.93_. This requirement is for DLA stock support in the continental United States (CONUS). At the time of solicitation there is/are __1_ NSN(s) being procured and managed by one Inventory Control Point (ICP) - DLA Land and Maritime.
