- This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.� This notice is issued by the Coast Guard Surface Logistics Center Baltimore, MD to identify Small Businesses capable of providing Weight Handling Testing on critical weld appendages of small boats for the U.S. Coast Guard SFLC Centralized Cutter Boat Pooling Alameda, CA. This Sources Sought does not constitute an Invitation for Bid or a Request for Quotation (RFQ), nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Sources Sought. Summary of Services The work is to perform weight handling testing on critical weld appendages of small boats. The test is performed laterally not vertically. The Coast Guard�s 35� LRI-II fleet possesses a bow horn for recovery operations at sea. This bow horn is receiving modifications. As a critical weld area, testing of the resilience of the welded area is needed before placing into service. The LRI-II and all appendages are made of 5083 aluminum. All work is to be performed at Coast Guard Island in Alameda, CA. Transporting the boats off base is not permitted. The 35� LRI-II will be ashore sitting on a trailer. There is sufficient space on-base for testing. The testing involves securing the boat by two stern tie-down lugs where shackles are attached. These attachment points are rated for 6,400lbs each and were tested to 200% of the WLL or 12,870lbs each at time of delivery to the Coast Guard in 2014. The bow horn is tested by securing a strap rated to at least 20,000lbs and pulling forward on the horn while the stern is secured until a pull weight of 17,500lbs is achieved. The test is performed in two stages, the first is a pull to 8,750lbs for 5 minutes and the second is a pull to 17,500lbs for 10 minutes. The Coast Guard possesses currently rated and tested dynameter for test performance and weight observance. The direction of pull should be as horizonal as possible. Two large tow trucks have been used in the past successfully. All interested parties should provide responses to the contact representative below by email. Past performance information should include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information). Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry. Business agencies must register a business profile with the System for Award Management (SAM).
