- The U.S. Army Contracting Command � Redstone (ACC-RSA) is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to produce and deliver up to an estimated maximum quantity of 100 MEDEVAC Production A-Kits for UH-60V BLACK HAWK aircraft, estimated at 20 per year. The applicable North American Industry Classification System (NAICS) code for this procurement is 336413 with a Small Business Size Standard of 1250. The Product Service Code (PSC) is 1680. (Note:� Installation of the MEDEVAC Production A-Kit is not part of this requirement). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) 15.201(E), RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. RESPONDENTS ARE RESPONSIBLE FOR ALL EXPENSES ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT NOTICE. PROGRAM BACKGROUND Procurement of the MEDEVAC Production A-Kit is integral for the UH-60V MEDEVAC program. The program will use the existing UH-60V Baseline platform and will incorporate the MEDEVAC Production A-Kit. �This A-Kit incorporation will allow inclusion of the MEDEVAC Equipment Package (MEP), which consists of a Nose Mounted Medical Mission Sensor (MMS), 4 Patient Medical Interior, External Integrated rescue hoist and a Sliding BAM Window (Note: MEP is not part of this contemplated acquisition). This MEDEVAC package coupled with the UH-60V program will have very similar characteristics to the HH-60M platform but will eliminate External Mounted Rescue Hoist and Crashworthy External Fuel System installation conflicts enabling simultaneous hoist and extended range capabilities, common HH-60M/UH-60V MEDEVAC Degraded Visual Environments integration using nose structure and meet worldwide deployment requirements by enabling simultaneous Forward Looking Infrared Radar and ski capability in Arctic conditions. The Government anticipates awarding a new firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) type contract for a minimum quantity of 5 and up to a maximum quantity of 100 MEDEVAC Production A-Kits over five years of ordering. A first-article will be included in the minimum quantity of 5 A-Kits. Award is anticipated to occur in December 2024, and deliveries are anticipated to begin in February 2026. REQUIRED CAPABILITIES The Government requires production and delivery of UH-60V MEDEVAC Production A-Kits. The intent of this sources sought notice is to assess the state-of-the-art technology available in Other Aircraft Parts and Auxiliary Equipment Manufacturing products that could be applied to meet this requirement. The UH-60V MEDEVAC Production A-Kit should be a non-developmental item to the maximum extent possible. The Government requires UH-60V MEDEVAC Production A-Kits that meet the following operational and program requirements: See Attachment 0001 for UH-60V MEDEVAC Production A-Kit Drawing Tracker for part number list. Drawings are not available at this time. The interested party must be capable of providing all facilities, labor and materials to produce UH-60V MEDEVAC Production A-Kits and deliver to the Government per the approved technical data and specifications. The Government will provide all required technical data to produce the UH-60V MEDEVAC Production A-Kits to include the complete set of A-Kit drawings. Any resulting contract will be unclassified. It is not anticipated to have a security classification level. Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008, Restriction on Acquisition of Specialty Metals and 252.225-7009, Restriction on Acquisition of Certain Articles Containing Specialty Metals. The interested party shall be capable of complying with the Cybersecurity requirements set forth in DFARS 252.204-7008, Safeguarding Covered Defense Information and Cyber incident Reporting and 252.204-7012, Safeguarding Covered Defense Information and Cyber incident Reporting, and shall have a Cybersecurity program that follows the National Institute of Standards and Technology (NIST) Framework for Improving Critical Infrastructure Cybersecurity document, at a minimum, and must accommodate compliance assessments performed by the Government. The UH-60V MEDEVAC Production A-Kits must be qualified and demonstrate compliance to the MEDEVAC Production A-Kit drawings as detailed in Attachment 0001 above. First Article Inspections both in-house and at subcontractor�s and/or supplier�s facilities IAW AS9102 shall be required. The Contractor shall ensure that first article items are produced using production representative processes, procedures, and tooling. The Government reserves the right to participate in first article inspections to verify all required functions are accomplished. Proof of qualification should be addressed in the response.
