- Amendment 003 The purpose of this amendment is to extend the solicitation closing date, from:� May 10, 2024, 1200 PM EDT to:� � � May 24, 2024, 1200 PM EDT � Except as amended above, all terms, conditions and requirements of SDA-PS-23-03 remain unchanged and in effect.� _________________________________________________________________ Amendment 002� The purpose of this amendment is as follows: In the T2TL Beta Technical Requirements Document (TRD) � Classified Appendix, requirements UTAC.TA.T2.22.1.1 and STAC.TA.T2.22.1.1 referenced Received Signal Strength Indicator (RSSI) values contained in tabs named �UHF Rx� and �S-Band Rx,�, respectively. The numbers and units (dBm/m^2) from the original released solicitation are correct; however, the values should have been named Power Flux Density (PFD), not RSSI. The two aforementioned TRD requirements, as well as the body of the T2TL Beta Statement of Work (SOW) Classified Appendix, have been adjusted to name these values PFD, not RSSI, while maintaining the same numbers and units (dBm/m^2). This amendment supersedes the direction in Amendment 1 to change the units in these two requirements.� A Government intends to send a corrected (clerical) TRD to previous requestors by COB May 2, 2023.�� Except as amended above, all terms, conditions and requirements of SDA-PS-23-03 remain unchanged and in effect.� _________________________________________________________________ Amendment 001� The purpose of this amendment is as follows: a) Revise the T2TL Beta Program Soliciation, Section 3.3.2 (Use of Non-Government Advisors).� Changes are noted by a vertical line on the right margin.� b)�In the T2TL Beta Technical Requirements Document (TRD) - Classified Appendix, requirements UTAC.TA.T2.22.1.1 and STAC.TA.T2.22.1.1 reference Received Signal Strength Indicator (RSSI) values contained in tabs named ""UHF Rx"" and ""S-Band Rx"", respectively. The units for ""Max RSSI"" in each of those tabs are dBm, and not dBm/m^2; c)�In the T2TL Beta Technical Requirements Document - Classified Appendix, requirement STAC.TA.T2.18.1.1 references the S-Band PFD Limit tab, in which the units for ground elevation angle are degrees, and the units for Max PFD in a 4 KHz Bandwidth are dBW/m^2.� A Government intends to send a corrected (clerical) TRD to previous requestors by COB May 1, 2023.�� Except as amended above, all terms, conditions and requirements of SDA-PS-23-03 remain unchanged and in effect.� _________________________________________________________________ The Space Development Agency (SDA) is issuing this Other Transaction Authority (OT) solicitation to establish the foundation for Tranche 2 (T2) of the Proliferated Warfighter Space Architecture (PWSA). �The PWSA�s operational utility is predicated on the availability of a ubiquitous data and communications Transport Layer provided by a proliferated constellation of relatively small, mass-producible space vehicles (SVs) in low Earth orbit (LEO). �The Tranche 2 Transport Layer (T2TL) SVs will be similar to those currently under development for the Tranche 1 Transport Layer (T1TL) and Tranche 1 Development and Experimentation System (T1DES), with targeted technology enhancements, mission-focused payload configurations, increased integration, and greater production efficiencies. �T2TL will provide global communications access and deliver persistent regional encrypted connectivity in support of Warfighter missions around the globe. The SDA T2TL - Beta Program Solicitation is attached. �For the T2TL - Beta Bidder�s Library, please send an email to�osd.pentagon.ousd-r-e.mbx.sda-ps-23-03@mail.mil�no later than 26 April 2023 at 12:00 PM EDT with the subject line �SDA T2TL Beta Solicitation Attachments Request.�� Please include your organization�s CAGE code and location in your request.� To receive the classified addendum, please send a SPIR/JWICS email address.� If you do not have classified email access, please contact the above email address to discuss additional options.� Requests received from organizations that do not possess a facility clearance of�at least Secret will be evaluated on a case-by-case basis.� SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt. If a US company does not have, at minimum, a Secret Level Facility, there must be an Active DUNS number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials.� A foreign company must team with a US Prime Contractor company in order to receive any CUI materials directly from the US Prime Contractor company. Proposals received after 1200 PM EDT 10 May 2023 will be considered late and not evaluated.��
