Security Services VA Long Beach Healthcare System This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for any/all expenses associated with responding to this RFI. Responses to this Sources Sought request shall be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of small business capabilities, including Service-Disabled Veteran Owned Small Business and Veteran Owned Small Business (SDVOSB/VOSB) interested sources capable of performing the work. Anticipated performance requirement date is June 2023. Purpose Establish an annual unarmed security service plan, under a firm-fixed price, that provides a base-year schedule with the option to extend up to four additional annual service periods, plus a supplementary option for six months of services as needed, to cover the required activities at various posts within the VALBHS. Scope PERFORMANCE OBJECTIVES Security services rendered in alignment with and to facilitate the VALBHS standard business operations for medical care. Security services rendered in a manner that is professional, courteous, efficient, and that actively supports maintaining order and mitigates/manages the disruption of standard business operations required throughout the VALBHS. PERFORMANCE WORK STATEMENT Contractor shall furnish all essential resources to provide unarmed security guard services coverage throughout the various medical buildings, affiliated outpatient clinics, and designated posts, which may include standard industry tasks such as but not limited to the following: Monitor and authorize entrance and departure of employees, visitors, and other persons to guard against theft and maintain security of covered premises. Check identification, keycards, and badges for all occupants and visitors entering the building and check in/out bags and items to/from the storage cubby system. Check all backpacks, duffle bags, purses, luggage, for contraband call the VA police upon the discovery of any weapons, alcohol, or drugs. Conduct metal detector and wand screening as needed for entering premises. Direct all forms of traffic of designated areas as needed and/or telephone for shuttle/escort services. Monitor and observe video surveillance systems. Patrol industrial or commercial premises to prevent and detect signs of intrusion and ensure security of doors, windows, and gates. Circulate among visitors, patrons, or employees to preserve order and protect property. Communicate statuses using industry standard reporting requirements. Call police or fire departments in cases of emergency, such as fire or presence of unauthorized persons or the need of reporting incidents. Maintain communication with VA Police during all emergency situations (e.g. accidents, unruly patients/visitors) and assist, when necessary, with evacuating buildings, locking down buildings and applying crowd control. Manage lost and found items. Enforce designated smoking areas. *Specific post procedures and tasks which are in alignment under the general requirements of the scope shall be provided at the time of contract issuance. **A single point of contact on the contract to appropriately manage all resources and be a liaison to the Government is required. OTHER PERFORMANCE ITEMS Any instances of unacceptable performance noted by the COR or CO shall be brought to the attention of the Contractor for immediate correction. The Contracting Officer may demand, at the Contracting Officer's sole discretion, that the Contractor remove any Guard from performing work under this contract. If such a demand is made, the Contractor shall provide a replacement Guard at the Contractor's sole expense. Any Guards found in violation of the following will not be authorized to provide services under this contract. This list is not all-inclusive; the Contracting Officer may demand that a Guard be removed from performing work under this contract for any reason, including the reasons listed below. Failure to maintain license requirements for each Guard Failure to report for duty Failure to comply with post orders Failure to report incidents Physical altercation while on duty (defined as a confrontation, a physical aggression that may or may not result in injury) Breach of peace while on duty (defined as misbehavior by the Guard resulting in public unrest or disturbance) Failure to maintain and safeguard Government property from loss or damage. The Contractor shall establish and implement methods to ensure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to ""keys"" herein also include key cards. Contractor shall not duplicate keys issued by the Government. The Contractor shall return keys when no longer required. The Contractor shall immediately report any occurrences of lost or duplicate keys to the CO and COR and file a written incident report with the VA Police within 24 hours of the event. Communication devices. No personal communication devices will be used during performance. Safety and Infection Control. Personal protective equipment may require to be worn in accordance with healthcare facility standards. QUALIFICATIONS/LICENSING/CERTIFICATIONS Badge issuance and security clearances are required prior to working at the VALBHS. Guards performing on the contract shall maintain a current and appropriate level security guard license, issued by the California Department of Consumer Affairs (DCA), Bureau of Security & Investigative Services, https://search.dca.ca.gov/. License names must match names listed on US Government issued identification. Each guard performing services on the contract must have a minimum of two (2) years of experience providing security guards services. Be able to stand for extended periods of time (unassisted). APPEARANCE AND ATTIRE Presentable for duty in a clean, properly worn uniform with VA issued badge displayed. Guards shall wear hair neatly fashioned, not to extend below the collar, and avoid wearing jewelry that can be easily pulled or entangled. While on duty, no sunglasses shall be worn indoors; prescription transition lenses are acceptable. UNIFORM REQUIREMENTS AND ACCESSORIES All uniforms shall be properly worn while on duty, clean, and neat in appearance. A left shoulder patch indicating the identity of the contractor is required. Name tags shall be worn over the right breast pocket with VA badge visible; No other identification shall be worn or displayed on the uniform. No items shall be worn in a manner that prohibits a display of badges or names. Guards shall have proper uniform and accessories while on duty. Uniform style shall be the same with acceptable colors (Beige, Brown, Tan, Black, Navy Blue, Blue, Grey, Forest/ Dark Green); Any other color requires prior approval from the Contracting Officer. Approved styles: Collared shirt, long sleeve, Collared shirt, short sleeve, Trousers, all season s weight, necktie (clip-on), frame style cap with seasonal covers and chin strap, jacket-winter, patrol type, jacket-light weight, key strap with flap, flashlight, insignia, whistle, thunder with chain attachment, White (non-supervisory) gold (supervisory) metal cap ornament, name plate 3-1/2"" x 3/4"", radio case, surgical / protective gloves and pouch. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services, VA will set aside the underlying solicitation per 38 U.S.C. §8127.  All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov.
