- The US Coast Guard Office of Procurement & Contracting Miami Detachment (DOL 95) on behalf of U.S. Coast Guard Station Ft. Lauderdale intends to award a sole source firm fixed price Service purchase order for water mitigation for Station Ft. Lauderdale as per SOW. Contractor is Cleaning and Restoration Corp. 611 NW 5th St, Miami, FL, 33128 The contractor shall provide parts and labor for water mitigation. Interested parties that believe they could satisfy the requirements listed above must clearly identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the repairs to the sewage line at the Coast Guard Station to prevent further damage to the system. � The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. STATEMENT OF WORK (SOW) CONTRACTOR REQUIREMENTS PART 1 � General: United States Coast Guard Station Fort Lauderdale is accepting proposals for qualified individuals or firms to execute selective demolition and conduct mold remediation of five berthing rooms, one office space for CGC Manowar, laundry/storage room, Station conference room, generator space, entire ANT Fort Lauderdale office and exterior damage to overhead passageway that sustained water intrusion damages on 12APR23. Subject areas were flooded with 2�-4� of water for several hours, affecting vinyl flooring, base boards, and drywalls and overhead ceilings. Request contractors within a 50-mile radius to furnish labor, materials, and equipment to complete the demolition in entirety. Prior to submitting a quote, it is mandatory to examine the SOW and visit the facility to take field measurements, evaluations, etc, and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Station Fort Lauderdale. PART 2 � Location: U.S. Coast Guard Station Fort Lauderdale 7000 N Ocean Drive Dani Beach, FL 33004 PART 3 � Facility Operating Hours: The facility shall remain in operation throughout the service. Contractor access to the service site shall be limited to the following: 7:30am to 5:00pm, Monday through Friday, excluding holidays. Access to the site shall not be permitted on the weekends without prior approval from the Coast Guard (COR). PART 4 � Security Requirements 1. Contractor shall provide a list of names (including any subcontracted personnel) to the Coast Guard COR for access to the base. 2. All personnel shall present ID to the security personnel at the entrance to the base. PART 5 � Contractor Responsibilities: 1. Contractor shall provide labor, materials, and equipment for demolition. 2. Remove damaged base boards. 3. Remove damaged vinyl flooring. 4. Conduct drywall moisture tests and remove as necessary. Any drywall with a moisture content over 17% must be removed. 5. Run air scrubbers with HEPA filters as necessary. 6. MKC Benjamin Gagnon must be present during the final inspection. PART 6� Cleanup: 1. Clean up job site when complete, ensure all tools, consumable cleaning items are disposed of and removed from premises. 2. The contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris. PART 7 � Final Inspection and Acceptance: 1. When the contractor has completed all of the work, they shall notify the Coast Guard (COR) for a final inspection. If the work is accepted, the contractor shall submit to the Coast Guard (COR): � Contractor�s notice of completion � Contractor�s payment request �The USCG shall not be liable for any amount expended by the Contractor in excess of the applicable firm fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer. If the cost to repair an item is greater than the firm fixed price reflected in the schedule, the Contractor shall submit a quotation for the over-and-above repair cost to the Contracting Officer. The quotation shall be valid for thirty (30) days and shall include the following: � Description of each discrepancy found. � Number of labor hours per discipline required to complete each discrepancy. � Cost of part(s). � Total dollar amount for each discrepancy. � Total dollar amount for complete list of discrepancies. � Estimated repair turnaround time (TAT). � Purchase order and applicable line item. The Contractor must receive a written modification signed by the Contracting Officer that authorizes the over-and-above repair(s) prior to the commencement of work. Once the repair quotations are received, the Contracting Officer will respond via a written modification within thirty (30) days as to whether the quotes are approved or declined.
