Description
Combined Solicitation/Synopsis Identification Number: W9132T-23-R-0VVG This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. The solicitation number is W9132T23R0VVG and is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 562111- Solid Waste Collection. The size standard is $47,000,000.00. This acquisition is set-aside for small business consideration. The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to procure refuse services to include trash and recycling services as detailed in the Performance Work Statement in Section C of the attached RFQ. This requirement will include a base year and four (4) option years. Please reference the attached written RFQ for pricing instructions and all applicable provisions and clauses. Please provide responses to this notice no later than the date stated in this notice, Central Standard Time (CST), to: �chl-ct-quotes@usace.army.mil@usace.army.mil. Please include the solicitation number in the subject line of the e-mail. Telephone responses will NOT be accepted. * Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete representations and certifications. This system combines data that was formerly contained in the Central Contractors Registration (CCR), Online Representation and Certifications (ORCA), and the Excluded Parties List System (EPLS). For more information, review the SAM website at https://www.sam.gov. Project Description (Estimated quantities): � The objective of this work is to furnish trash and recycling containers at the locations specified by the attached drawing and pick-up services. All refuse containers shall be painted either green/ brown/maroon or another approved color. The contractor shall ensure pick up of any litter or waste surrounding the container during collection. The contractor shall maintain containers to ensure they are freshly painted, free of odors, dirt, and debris. Task 1. Provide one (1), six (6) cubic yard trash container at the Main ERDC-CERL Complex to be picked up, emptied, two (2) days a week (Monday and Thursday). Task 2. Provide one (1), two (2) cubic yard trash containers, at EFOB-L to be picked up, emptied, two (2) days a week (Monday and Thursday). Task 3.� Provide one (1) two (2) cubic yard trash containers, at the Robotics Tent to be picked up, emptied, two (2) days a week (Monday and Thursday). Task 4. Provide two (2) eight (8) cubic yard recycling containers at the locations specified by the attached drawing.� The two containers combined must be capable of receiving aluminum, plastics, glass, paper, and cardboard. All recycling containers must be approved by the COR and shall meet all Government and commercial recycling standards.� Contractor shall pick up the recyclable materials from the collection locations every Thursday. The Contractor shall provide the required services required between the normal working hours of 8:00 AM to 5:00 PM weekdays.�� Service Location: Engineering Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), 2902 Newmark Drive, Champaign, IL 61822. Project Description & Pricing Information: 1-Year base period with (4) 1-year option periods. Please submit the detailed pricing information structured for a Base Period of Twelve months and 4 additional 1-year option periods separately detailed and priced. According to Section 15.A of the Performance Work Statement submit the following RELEVANT EXPERIENCE Information: Company name, address, and point of contact, with (h)er/is phone number and email address. Business size to include any official teaming arrangements as a partnership or joint venture. Details of similar projects and state whether you were the Prime or Subcontractor. Project references (including owner with phone number and email address). Project cost (ROM), term and complexity of job. Submit Certificate of Insurance in accordance with FAR 52.228-5 Insurance � Work on a Government Installation. Overall Arrangement of Proposal � The overall arrangement of proposal shall consist of two (2) volumes � Relevant Experience and Price. Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence. This is a lowest priced technically acceptable requirement and evaluation of proposals will be in accordance with FAR 52.212-2. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical capability of the offeror to meet the Government�s requirement as delineated in Attachment 1 Performance Work Statement of this RFQ. It is noted that providing proposal Volume 1 as described in of this solicitation is mandatory in order for this technical acceptability determination to be made. (ii) Price Award will be made to the lowest price technically acceptable offeror. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
