- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Survivability Engineering Branch (SvEB) is engaged in an ongoing force protection research and development program to develop and demonstrate innovative products that will significantly improve the survivability of personnel and has a requirement from Diversified Machine Systems (DMS) to perform annual maintenance on the DMS 5-axis router in the UCT FabLab. To support these needs, the Government intends to award a Master Blanket Purchase Agreement (BPA) with a five-year ordering period, to Diversified Machine Systems (CAGE Code: 7EYJ9), on a sole source basis. Diversified Machine Systems (DMS) has been identified as the only source to perform maintenance on the DMS 5-axis router (Redwood Model 5B5-7-15-48SCOLRx) in the UCT FabLab. DMS Technicians are trained and certified specifically to work on DMS routers, and it is important that only DMS works on the system to ensure extended warranty can be received and maintenance cannot be performed by alternative solutions. DMS will perform a 100 point inspection and will align the 4th and 5th axes using laser sensors, which are services not offered by other vendors. It is determined that the DMS is the only contractor capable of meeting the government requirement. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 333517 with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 12:00 p.m. CST on 17 May 2023.
