Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The GSA Office of Inspector General (OIG) Office of Investigations requires IT services to maintain,�support, and enhance their current version of E-IDEAS in order to�meet business needs, requirements, as well as improve the�efficiency of the Office of Investigations� operations. Because the exact nature of the future maintenance, support, and enhancement needs are unknown, OIG requires an expeditious and flexible mechanism for undertaking time sensitive and long�term defined tasks. A blanket purchase agreement is the best contract tool available to satisfy a not yet defined requirement that�provides a contractor (and their employees) be in a position to respond quickly and decisively. AINS (also known as Opexus�formerly AINS) is the only available source to perform this work since the requirement is for support of the existing�system used by GSA OIG and that system is proprietary and closed source. Because of this, only AINS employees�are authorized and able to perform the work. Based on the above, GSA OIG�intends to award a sole source Blanket Purchase Agreement (BPA) for a base year with four option years under schedule contract GS-35F-576GA using the authority of FAR 8.405-6(a)(1)(i)(B) where as the new work is a logical follow-on to an original Federal Supply Schedule order (original contract for the system was awarded competitively).� The BPA and subsequent BPA calls will be awarded to: AINS, LLC 806 W Diamond Ave, Suite 400 Gaithersburg, MD 20878-1415� The estimated ceiling for the BPA is $150,000.00 to $200,000.
