Description
This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Dataworks Development, Inc for a Pinnacle Server Software maintenance for 59 standard users. The Laboratory of Malaria Immunology and Vaccinology (LMIV) has been using the Pinnacle server software for many years to provide a controlled inventory of samples from our animal and clinical trials. This software allows us to store all information about a sample and search the database in multiple ways to find the sample we are looking for. The program is also used to generate samples as they are collected at NIH clinical center and our international sites in Mali. Freezerworks' customer care program is needed to maintain access to customer support and access to upgrades for our existing Freezerworks Client Server. Only Dataworks Development can sell and/or distribute the Pinnacle maintenance agreement. No other vendor can provide the customer care program for the Freezerworks database. The LMIV requires the software maintenance to maintain the sample inventory to track the samples that LMIV has and who they came from. The LMIV has more than a few thousand samples logged into Freezerworks and changing to another method at this point in the research would have an immense impact on the research program. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2172418 to Maliaka Pinkney at maliaka.pinkney@nih.gov, by 11:00 pm eastern standard time May 18, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
