- THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION (FAR) SUBPART 5.2 �SYNOPSES OF PROPOSED CONTRACT ACTIONS� U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with The Port of Portland for the lease of mooring and office space for its dredge fleet (Dredge Vessels Essayons and Yaquina). The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR QUOTES. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received by the response due date an award will be made without further notice. Contractor shall provide labor, materials, and equipment to accomplish docking services for USACE. The Port of Portland Terminal II is the only site capable of providing these services. � A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action.NAICS: 531120 Estimated Contract Start Date:� 17 November 2023 Response Deadline:� 25 May 2023 The Portland District has identified Port of Portland�s marine Terminal 2 (T2) as the only site which meets the requirements it has for mooring of its dredge fleet. Requirements follow: Mooring site: Operational 24 hours a day, 7 days per week Secure facility (fully fenced) 600 feet of pier space Essayons 380� between fore and aft kevels Yaquina 250� between fore and aft kevels At least 25� depth (MLW). Dock supports weight NLT AASHTO H20-44 (20 tons/40,000 lbs.) Gangway accessibility (obstruction free) Supports live loading for mobile truck crane of 256 kips (1,000 lbs./force) at 4 grid points spaced 22 ft. on center Supports 16-ton forklift Supports fuel access by truck and barge Supports slop truck access (8,000-gallon vacuum truck) Electrical connections, shore-power station capable of: 1 - 480 Volt 800 Amps 2 - 480 Volt 400 Amps Water connections - 1 �� potable water connection and 2.5� NST fire suppression. Sewerage disposal 2� (connection to City sewer) Steam boiler connections w/ 2� Boss steam line, 1� condensate return line, 1� water supply. Natural gas connection 1 �� of 1,920 standard cubic feet per hour 39,000 sq ft warehouse space (Class C) 100,000 sq ft paved lay-down area Office Space (Class C): +/- 1,000 sq ft HVAC climate controls 110 VAC power receptacles Restroom and kitchen facilities Supports 4 workstations Supports conference space for 10 people Supports telephone connections Supports ISP Wi-Fi/Internet to office space providing 10 MBPS connection.
