Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information�included in this notice. This announcement constitutes the only solicitation; quotations are being�requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300041 is issued as a�Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of�Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and�Incorporated provisions are those in effect through Federal Acquisition Circular 2023-02, effective�03/16/2023. �The NAICS Code is 541990; the Small Business size standard is $19.5M.�The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), intends to solicit and award a purchase order to FAAC Incorporated, in accordance with FAR 13.106-1(b) for support to move the Realtime Technologies (RTI) Driving Simulator from its existing location to the new location inside the Volpe Center's new building, in accordance with the Statement of Work (SOW) below. Background In support of the Volpe Center's Driving Simulator projects sponsored by FRA , the Volpe Center is tasked to perform studies on the Realtime Technologies (RTI) Driving Simulator to examine several aspects of driving behavior. As part of these experiments Volpe will program and perform complex tests on the RTI Driving Simulator including a study related to self-driving vehicles and vehicle grade crossing warning devices. The Volpe Center acquired this RTI simulator in 2014 after a competitive procurement. This highly advanced and specialized hardware requires disassembly and reassembly in order for it to be moved from its existing location to the new building that Volpe will house. Objective In order to continue to perform driving vehicle tasks and vehicle grade crossing studies fully and without incurring costly delays to the project, a technical support contract (RTI Support Package) is required to move the RTI driving simulator from its existing location to its new location inside Volpe�s new building. Support is needed to disconnect/disassemble the RTI driving simulator in its current location and reconnect/reassemble the simulator in Volpe�s new facility. Tasks Task 1: �Technical Moving Support [Funded] (BASE) Period of Performance June 1, 2023, through September 30, 2023 The contractor shall provide in-person technical support in order to disconnect/disassemble the simulator from the existing building and reconnect/reassemble the simulator to its functional state within Volpe�s new facility. In-person technical support shall be provided for no more than 5 consecutive calendar days. �The deliverables for this task will be: In-person staff will travel to Volpe on a mutually agreed upon date. The Volpe Center will provide a minimum of 20 days� notice of the starting date In-person staff will disconnect/disassemble the RTI driving simulator In-person staff will prepare the simulator to be moved. (The physical moving of all simulator equipment will be conducted by a third-party moving company selected by GSA/Volpe.) Once equipment has been moved into the new building, in-person staff will reassemble/reconnect the RTI Driving Simulator Once equipment is reconnected, in person staff will test and troubleshoot the simulator to ensure it is working exactly as it did before the move. Sub-tasks 2 and 3 shall occur prior to the move day; Volpe estimates they will take no more than 2 days total to complete.� Sub-tasks 4 and 5 shall occur following the move day; Volpe estimates they will take no more than two days total to complete. If it is determined by the Volpe Center, in coordination with the MIT move contractor, that the physical move date is required to be over weekend days, two additional days will be provided via option CLIN described below.� The Government may extend the term of this purchase order by exercising one or both option CLINs anytime during the Period of performance by written notice to the Contractor within 1 day provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 3 days��notice.� Task 1-O: Additional Technical Moving Support (Option) Period of Performance June 1, 2023, through September 30, 2023 The contractor shall provide two additional consecutive days of in-person technical support in order to complete all sub-tasks listed in Task 1 above. Task 2-O: Follow-up onsite Moving Support (Option) Period of Performance June 1, 2023, through September 30, 2023 The contractor shall return to provide up to three consecutive days of in-person technical support, on a mutually agreed upon date, in order to complete all sub-tasks listed in Task 1 above to return the simulator to service. Deliverables and Period of Performance The overall period of performance for this technical work will begin on the date of award, estimated to be June 1, 2023, and conclude September 30, 2023.� The deliverables are described below, including format. CLIN 00100 Task: 1 Deliverable: Technical Moving Support Deliverable format: Disassembly/reassembly service _______________________________________________ CLIN 00200 Task: 1-Option Deliverable: Additional Technical Moving Support (2 days) Deliverable format: Disassembly/reassembly service _________________________________________________ CLIN 00300 Task:�2-Option Deliverable:�Return in-person technical support (3 days) Deliverable format:�Return to service support __________________________________________________ PERIOD OF PERFORMANCE The period of performance for the resulting award will be June 1, 2023 to September 30, 2023. REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order, with two optional items, as a result of this Combined Synopsis/Solicitation.
