Description
The 157TH ARW (New Hampshire Air National Guard) wishes to establish multiple Blanket Purchase Agreements (BPAs) with as many as five (5) hotels each within the vicinity of Portsmouth and Concord, NH.� A BPA is not a binding contract, but an agreement and prices must be set prior to orders being placed against the BPA.� Additionally, either party has the right to terminate or re-negotiate an agreement provided that 30 days notification is given.� Finally, the establishment of a BPA does not commit the Government to making an award.� BPA periods of performance are usually for five (5) years or sooner if either party terminates the agreement or the master BPA dollar limit is met.� The Government is issuing W50S8A-23-T-0003 as a request for proposal (RFP).� The solicitation document and incorporated provisions and clauses are those in effect through FAC 2023-01 effective 30 December 2022.� The associated North American Industry Classification System (NAICS) code for this procurement is 721110, hotels (except casino hotels) and motels� a small business size standard of $40.0M.� This requirement is 100% set-aside for small businesses and only responsible small businesses are authorized to respond to this solicitation.� The New Hampshire Air National Guard (NHANG), located at 302 Newmarket St, Newington, NH seeks up to five (5) hotels in the Portsmouth, NH area and up to five (5) hotels in the Concord, NH area.�� Specifically, NHANG requires up to fifty (50) rooms for double occupancy and fifteen (15) rooms for single occupancy during drill periods or as needed during the week.� All facilities should be located within 20 miles of Pease ANGB in Newington, NH or within 20 miles of Joint Forces Headquarters in Concord, NH.� Interested potential parties are strongly advised to review the Performance Work Statement for a complete description of this requirement.�� The BPA will be valid for a maximum duration of 5 years or a maximum dollar ceiling of $500,000 (whichever threshold is reached first). Vendors are also encouraged to review the description of agreement for an overview of the BPA.� If interested in establishing an agreement, offerors shall complete the attached pricing sheet and submit it no later than the close of this solicitation.� Merchants should also provide content that indicates their ability to meet the requirements of the PWS.� Be advised that the Government recognizes that room availability will vary from month to month and a various time of the year.� Accordingly, it is not necessary that hotels have 50 double/15 single rooms for occupancy at any one time.� Rather, it is the Government�s intent to fill this need across all lodging facilities participating in the BPA. �Order placement will subsequently be based on the greatest number of rooms available at each facility and specified rates at the time of order placement.� �Also note that rates should be consistent with pricing with the per diem rates established in the Joint Travel Federal Regulation.� Finally, all vendors must be US Fire Administration/FEMA compliant. All questions shall be submitted in writing via email no later than noon on 20 April 2023 to Matthew Lapointe at matthew.r.lapointe.civ@army.mil.� Telephone inquiries will not be accepted.� If Government responses to technical questions impact the performance work statement or any other portion of the solicitation an amendment will be issued.� The subject of your email must include your company�s legal name, state the nature of your email, and include the solicitation number (W50S8A-23-T-0003).� For example, the subject of your email should be similar to the following: Quote Submission by Company XXXXX Solicitation Number W50S8A-23-T-0003 or Company XXXXX, Question Regarding Solicitation Number W50S8A-23-T-0003.� This solicitation requires registration with the System for Award Management (SAM) in order to be considered for inclusion in the BPA, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Interested Parties must submit their responses with the pricing sheet attached to this solicitation by the closing deadline.� Registration must be ""ACTIVE"" at the time of award.��
