- THIS IS A SOURCES SOUGHT NOTICE ONLY for ""Crane Operator Services at the Chena River Lakes Flood Control Project, North Pole, Alaska."" OFFERS OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. DESCRIPTION OF WORK: The Contractor shall provide properly certified crane operators and riggers/signalmen to operate the Government provided crane at the Moose Creek Dam. This contract is primarily, but not limited to, debris removal operations. Debris (mostly fallen trees) must be removed from the face of the Moose Creek Dam following high water events on the Chena River. Debris removal is performed on a newly constructed sheet pile platform adjacent to the dam control works using a Liebherr HS8130 lattice boom crawler crane. Other crane operator/rigger signalman services may be required as necessary. The contractor shall furnish all labor, supervision, equipment, materials, supplies, transportation, and other items necessary to accomplish this Statement of Work. The Moose Creek Dam is part of the Chena River Lakes Flood Control Project, and is located 18 miles east of Fairbanks, Alaska, near the community of North Pole. The Government will provide a minimum of 7-days call-out notice to the Contractor prior to the Contractor�s requirement to commence debris removal activities. Debris removal operations may also include deploying trash racks on the upstream face of the dam control works. Hours of work: For larger flood events, work may be required 24-hours per day, usually in two, 12-hour shifts. A government certified crane operator will typically provide back-up crane operation and/or shift support for continued crane operation and baling. Prior to ending of a 12-hour shift, the contractor will perform a �hand-off �of the crane to the government crane operator to continue operations. Actual hours depend on the amount of debris baling required and seasonal light restrictions which affect safe operating conditions. For smaller events, a 12-hour shift may be required. The contract will be a time and materials type contract with a contract period of one base year and two option years. A not-to-exceed amount of� $50,000 with a minimum guarantee is anticipated to be established for each contract year. Estimated award date is June 2023. The Contractor is to furnish all management, labor, equipment, travel, supplies, materials, and other items necessary to accomplish the work. All contractor personnel shall be properly trained and certified for their position by the National Commission for the Certification of Crane Operators (NCCCO) or equivalent. Crane operators must also obtain a medical clearance. If this contract action is cancelled, all proposal preparation costs shall be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM) to be eligible for a federal contract award. Offerors are advised to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. The North American Industrial Classification System (NAICS) code is 238990, which has a size standard of $16.5 million. Interested vendors are requested to respond to the primary point of contact by e-mail with the following: Company Name, Address and DUNS number Small Business status (for example, Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business, Woman-Owned, etc.). The number of certified crane operators and riggers/signalmen on staff and the firm's ability to provide sufficient personnel for a 24-hour per day operation. The firm's ability to have personnel on site at the Chena River Lakes Flood Control Project (near North Pole, Alaska) with a minimum of 24 hours notice.
