Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI supports the Department�s efforts to identify sources capable of providing a media monitoring and distribution platform that issues announcements to target journalists, along with monitoring and analysis across online news, social media, print, broadcast, and radio/podcasts.� This RFI is for planning purposes ONLY and shall not be construed as an obligation on the part of the Government. This is NOT a Request for Quotations or Proposals. No solicitation document exists, and the Government may or may not issue a formal solicitation as a result of the responses received to this RFI. The Government will not pay for any response or demonstration expenses. All costs incurred responding to this RFI will be solely at the interested party�s expense. Failure to respond to this RFI will not preclude participation in any future solicitation if there is one. Any information received will become the property of the Government and will not be returned to the submitter. Interested parties are responsible for adequately marking proprietary or sensitive information. Government technical experts drawn from staff within the Department of Homeland Security (DHS) and other federal agencies may review responses. The Government may use selected support contractor personnel to assist in the review of the RFI responses. These support contractors will be bound by appropriate non-disclosure agreements to protect proprietary information. I. INTRODUCTION The purpose of this RFI is for the identification of qualified and interested sources with the capability to provide the services identified in the draft Statement of Work (SOW). Responses to this RFI will be used to assist the Government in determining capabilities of small business. All interested sources with relevant capabilities are encouraged to respond. II. SCOPE The scope of this effort will be to provide the DHS Science and Technology Directorate�s Communications and Outreach Division (COD) with the necessary operational support for leveraging existing resources technological tools that support uses of news media dissemination, tracking, monitoring, collection, and analysis software service as one of its tools. III. TASKS REQUIREMENTS The Contractor shall provide services in these areas: 1. Task 1- Media Contact Database- Access to searchable database of media outlets and media contacts including domestic and international newspapers, magazines, academic journals, print, radio, television, social media influencers and Internet media outlets. Provide access to media through a living database, that is searchable (at a minimum) by medium, audience, genre, format, topical interest, beat, and geographic location, as well as correlation to recently published news. � 2. Task 2- Press Release Distribution Platform- Electronically distribute media materials (press releases, media advisories, photographs, etc.) directly to selected and targeted media outlets and contacts. 3. Task 3- Collect news clippings- Track, monitor, collect and analyze media coverage and article pick-up. Database that can configure and filter searches for relevant news as well as to eliminate unnecessary and unrelated clippings.� 4. Task 4- Media Analysis- Provide analysis of the news coverage on DHS S&T across various news mediums of the tone, sentiment, audience impressions, pull and reach, top publications, trending themes in broadcast and print news media. 5. Task 5- Simultaneous Access- Provide simultaneous user access to application, dashboards, database, and analytics. IV. RFI QUESTIONS Responses to this RFI should address the following questions: How big is your database? Please detail the types of media outlets covered. Describe your company�s experience and process for searchable database of media outlets. How does your software develop the most accurate and relevant search terms along with the flexibility to add or remove sources of interest? Further, how does your software provide a balance of Boolean capability, proximity and source restriction, and selection? Typically, how long does it take the media intelligence platform to capture news stories from the time they�re published by news outlets to when they appear in your database? If there is a delay, how long is the delay? Do you provide retrospective data? Essentially, how long are historical clips accessible before they expire? What type of customer support does your company provide? Do your company provide 1:1 customer support as needed or on a recurring basis? V. SUBMISSION REQUIREMENTS Responses shall include the following company information: Legal Business name and Physical address Point of Contact (POC) (Name, Phone Number, Email Address, and Website URL) Unique Entity ID (UEI) Number and CAGE Code Business size/socio-economic category under North American Industry Classification System Codes (NAICS) 519290 Web Search Portals and All Other Information Services, Size 1,000 employees. If there is alternate NAICS code recommended, please provide. Identify your company Governmentwide Acquisition Contract (GWAC) (i.e. OASIS) and/or General Service Administration (GSA) schedule contract number to include the applicable contract number. Identify if your company would be interested in competing for this requirement as prime contractor or subcontractor, if solicited. If subcontracting, identify any joint ventures or teaming arrangements that would be pursued. Provide responses to the six (6) questions identified in section IV of this RFI and product literature that describes the functionality of your company�s news media platform. Submissions shall be made using Microsoft Office applications. Response shall be maximum of six (6) pages (excluding the cover page). The font shall not be smaller than 12-point Times New Roman. Please provide your response to this RFI no later than 5:00 PM Eastern Time on Wednesday, June 7, 2023 to the DHS Office of Procurement Operations (OPO) Contracting Officer, LeShanna Calahan (LeShanna.Calahan@hq.dhs.gov ) and Contracting Officer Representative (Monica.Walton@hq.dhs.gov ). OTHER The Government reserves the right to hold one-on-one meetings as a result of response received from this RFI as a part of its market research.
