Description
This is a Synopsis IAW FAR 5.2 Synopsis of Proposed Contract Actions. The USDA Forest Service (FS), Procurement & Property Services (PPS), Field Procurement Operations Northwest Branch CSA #2 is issuing this synopsis to announce the intent on awarding a competitive BPA Call Order against multiple award schedule BPAs for Archaeological/Cultural Heritage Surveying Services located at USDA�s Contract Portal, awarded against solicitation number: 12444221R0034 Archaeological / Cultural Heritage Services. RFQ Number: �1240BD23Q0075 1097050-OLY-DosewallipsHeritageSurvey Project Title: �Dosewallips Heritage Survey 1.����������� DESCRIPTION/PERFORMANCE WORK STATEMENT 1.1��������� Scope of Work Summary: ������������� PWS item 1:� Full archaeological shovel test surveys and cultural resource reports for unit including 18 acres with known site.� ������������� PWS Item 2:� Pedestrian transects and recordation of sites on 80 acres of sloped ground. ������������� PWS item 3:� Pedestrian transects, site relocation and shovel testing random 30% sample of 20-m interval grid of the 47 acre unit.� ������������� PWS items 4 and 5:� Full archaeological shovel test surveys and reports for units of 7 and 8 acres. ������������� PWS Item 6:� survey of 30 m buffer of approximately 2000 m of road/trail corridor. 1.2��������� Scope of Work Items: PWS item 1: The Dosewallips Unit 1 includes the landscape on a flat above the north side of the Dosewallips River against the Olympic National Park Boundary.� The entire area includes 18 acres of high probability landform and includes known site 45OL00096 with site 45JE00359 lying just outside the unit.� Access is via an approximately 2 miles of closed road. Archaeological survey should include shovel tests at approximately 20-m intervals across the relatively flat terrain within the unit.� Site 45OL00096 should be relocated and the record updated.� The boundary of 45JE00359 along this unit�s boundary should be verified.� PWS 2:� Dosewallips Unit 2 includes 80 acres of the sloped uphill area above Unit 1 and below a patented mining claim.� Pedestrian transects of this area should emphasize the documented roadways, trails and known activity areas.� PWS 3:� Dosewallips Unit 3 is 47 acres and includes the Elkhorn Campground and site 45OL00119. Archaeological survey should include relocating and updating the record for site 45OL00119; pedestrian transects at 20-meter intervals and shovel testing a 20% random sample of points.� The location of the random points ill be generated by GIS mapping software or a random number generator.� This campground is currently closed.� Unit 3 is just beyond the washout that has closed the road.� PWS 4:� Dosewallips Unit 4 is 7 acres of high probability accessible by road.� Archaeological survey should include shovel testing at approximately 20-m interval.� PWS 5:� Dosewallips� Unit 5 is 8 acres of high probability accessible by road.� Archaeological survey should include shovel testing at approximately a 20-m interval.� PWS 6: Pedestrian transects at 20 m interval should be conducted on this 30-acre unit.� Unit 6 is the road/trail corridor on generally sloped terrain. PSC: The primary produce service code is B503 SPECIAL STUDIES/ANALYSIS- ARCHEOLOGICAL/PALEONTOLO NAICS: The North American Industry Classification System (NAICS) Code 541690 Other Scientific and Technical Consulting Services $19 This BPA is composed of Small Businesses.� There are currently fourteen (14) businesses that will receive this solicitation. This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated. 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 3) implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and 4) provide services under a performance-based service acquisition vehicle. This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs previously solicited on the Government Point of Entry (GPE) under Notice ID 12444221R0034. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
