- This is a Synopsis IAW FAR 5.2 Synopsis of Proposed Contract Actions. The USDA Forest Service (FS), Procurement & Property Services (PPS), Field Procurement Operations Northwest Branch CSA #2 is issuing this synopsis to announce the intent on awarding a competitive BPA Call Order against USDA Forest Service - Region 6 Multiple Award Professional and Forestry related services Blanket Purchase Agreement (BPA) located at USDA�s Contract Portal, awarded against solicitation number: 12046W20Q0005. RFQ Number: �1240BD23Q0090 1098595-R6-StrategicNarrative Project Title: �Region 6 Strategic Narrative This Performance Work Statement (PWS) provides for the survey, analysis, and development of a Region 6 Strategic Narrative for the Forest Service Pacific Northwest (Region 6). Region 6 requires a contractor to develop a strategic narrative that aligns the messaging of the Region and helps address the current wildfire crisis in the West.� The contractor shall conduct research through discussions with the 17 national forest leaders and the regional office leadership to understand the current situation and create a narrative that reflects the priorities and goals of the Region. The objective of this contract is to develop a strategic narrative for the Forest Service Pacific Northwest Region that is consistent with the goals and priorities of the Region.� The Contractor will conduct research through discussions with the seventeen (17) national forest leaders and the regional office leadership to gather information for the strategic narrative.� All work will ensure special emphasis is placed on climate change and the current wildfire crisis in the West.� The Contractor shall deliver a final report of the strategic narrative and create tools and resources that help the Region align messaging and use the narrative effectively. Contractor Requirements The Contractor will be instrumental in supporting an integrated approach to develop a strategic narrative which will allow Region 6 to effectively address climate change and the wildfire crisis in the West.� The Contractor will gather input from leadership across the Region and analyze the information to gain a comprehensive perspective of current issues and concerns.� The Contractor will identify common themes and priorities from the leadership team to utilize in the formation of their plan.� This work will provide the foundation for creating a draft strategic narrative that aligns with the Region�s goals and priorities.� Using a cohesive approach, the Contractor will support regional leadership in the development of a strategic vision that clearly demonstrates and communicates key messages that reflect our agency�s mission, values, and purpose. PSC: The primary produce service code is F099 NATURAL RESOURCES/CONSERVATION- OTHER NAICS: The North American Industry Classification System (NAICS) Code 541618 Other Management Consulting Services $19 This BPA is composed of Small Businesses.� There are currently TEN (10) businesses that will receive this solicitation. This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals; submission of any information in response to this notification is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated. 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 3) implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and 4) provide services under a performance-based service acquisition vehicle. This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs previously solicited on the Government Point of Entry (GPE) under Notice ID 12046W20Q0005. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.
