Description

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to award a firm-fixed priced, sole source, contract to Carl Zeiss Microscopy LLC, under the authority of 41 USC 1901, as implemented in FAR 13.501(a), sole source under the authority of simplified procedures for certain commercial items. This requirement is for the preventive and unscheduled maintenance and repairs of a Carl Zeiss Crossbeam 550 Focus Ion Beam Scanning Electron Microscope (FIB-SEM) and attached peripheral equipment and software in support of USAMRIID. The Government intends to issue a firm-fixed price contract with a base and four option periods. Carl Zeiss Microscopy LLC is the only entity in the United States authorized by Carl Zeiss Microscopy[FJLCUU(1]� GmBH (Carl Zeiss Microscopy LLC German manufacturer) to provide comprehensive service and support for Zeiss Crossbeam 550 microscopes. Only Carl Zeiss Microscopy LLC has technical service representatives who receive comprehensive and on-going factory training and regular technical updates, as well as having direct access to original manufacturer�s parts to help maintain Carl Zeiss instruments in optimal condition. Given the Zeiss Crossbeam 550 FIB-SEM installed as USAMRIID may only be serviced by OEM certified technicians, and Carl Zeiss Microscopy LLC is the only OEM authorized provider of services in the United States, Carl Zeiss Microscopy LLC is determined to be the only vendor capable of providing the required maintenance services. . The North American Industry Classification System (NAICS) for this requirement is 811210 � Consumer Electronics Repair and Maintenance and PSC J066 � Maintenance, Repair, and Rebuild of Equipment � Instruments. This announcement fulfills the synopsis requirements under FAR 5.203(a). This Special Notice of Intent is not a request for competitive quotes and no solicitation document exists for this requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide preventive maintenance and inspection of the above mentioned equipment. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement or a sole source procurement is in the best interest of the Government.
