- The General Services Administration (GSA) is issuing a sources sought for the following renovation project at the Patrick V. McNamara (PVM) Parking Garage, 477 Michigan Ave, Detroit, Michigan, to determine the interest, availability, and capability of Small, Service Disabled Veteran Owned, 8(a), HUBZone, and Woman Owned Small Business concerns found as a result of a Dynamic Small Business Search. The NAICS code for this procurement is 236220. The estimated design build cost of construction is between $15,000,000 and $25,000,000. The renovation will include concrete repair and replacement, improvements to the storm drain system, mechanical infrastructure, fire & life safety systems, EV charging stations, and electrical and lighting systems.�� The existing parking garage is a� five level 119,442 gsf reinforced concrete parking garage.� The planned project delivery is Design-Build.� The project site is located along the southeast side of the PVM Federal Building.� The garage consists of 3 levels below grade, 1 level at grade, and 1 level above grade.� The garage provides mission critical parking to the agencies located in the adjacent, historic, Patrick V. McNamara Federal Building.� GSA is pursuing a project that strives for innovative use of renewable energy and low embodied carbon materials. The parking garage is a contributing structure to the Patrick V. McNamara Federal Building (1972). GSA is working to get the Center listed on the National Register of Historic Places (NRHP). As such, GSA treats these buildings as if they are on the register so Section 106 of the Historic Preservation Act applies, and Secretary of the Interior�s Standards must be complied with. It is anticipated the Request For Proposal (RFP) will be posted to SAM.gov in July. The awardee will be required to undergo the security clearance process. The full extent of the work will be described in the solicitation when it is posted. No other information will be available before the solicitation is posted. This is a SOURCES SOUGHT ANNOUNCEMENT for planning purposes only. Market research is being conducted to determine if there are Small, Service Disabled Veteran Owned, 8(a), HUBZone, or Woman Owned Small Businesses with the capabilities and experience to perform the required work. All interested parties should submit a capabilities package to include business classification (i.e. SDVOSB, HUBZone, etc..), as well as examples of three projects completed within the last five years that included the scope of work specified above that will be required under this project including work on a� historical building� that had a total project cost in the same range estimated for this project.
