The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): The Bureau of International Narcotics and Law Enforcement Affairs (INL) is part of the Under Secretariat for Civilian Security, Democracy, and Human Rights (J) within the Department of State (DOS). �INL�s mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. � INL has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). �Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs. � The INL section at U.S. Embassy Bogota, established in 1985, is among the largest and most complex INL offices in the world. INL Bogota is charged with developing strategies and programs to achieve foreign policy objectives in the areas of international narcotics control, law enforcement, and justice. � INL Bogota�s Corrections Program exists to help the Government of Colombia (GOC) reduce the use of Colombia�s prisons as centers for organized crime and recruitment. To reach this goal, Colombia�s penitentiary system is implementing U.S. and international best practices (e.g., American Correctional Association accreditation) to improve prison administration, security and health operations, offender management, and to professionalize its staff. The Corrections Program also implements an anticorruption initiative and is working to improve conditions for pretrial detainees. � The purpose of this Personal Services Contract is to fill the new position of the Corrections Reform Program Coordinator (CRPC) which is the lead subject matter expert on corrections. The CRPC provides technical corrections expertise and policy guidance to INL and U.S. Embassy leadership, and works collaboratively with other USG agencies and partners to advance cross-cutting U.S. priorities. She or he engages Colombian corrections leadership to shape and implement U.S. assistance, and dedicates significant time, travel, and effort to coaching and mentoring senior Colombian corrections officials on U.S. and international best practices. The CRPC leads planning of technical assistance, trainings, budget, procurement, grants and contracting to realize the goals of the program, and ensures compliance with U.S. government regulations. The CRPC monitors and evaluates the program in coordination with INL Bogota leadership, the INL Office of Western Hemisphere Programs (INL/WHP), and in consultation with the INL Office of Knowledge Management (INL/KM). DUTIES & RESPONSIBILITIES Under the direct supervision of the Bogota-based INL Rule of Law Division Chief or his/her designee, the CRPC will perform the following duties: 1.�� �Systematically assesses the organizational and operational capacity of prisons and prison authorities, designs and implements a program to implement U.S. and international best practices (e.g., ACA accreditation) in the Colombian prison system, and tracks their progress over time. � 2.�� �Coaches and mentors senior Colombian officials and prison staff to implement U.S. and international best practices to achieve national, regional and local program goals. �Travels frequently to realize these objectives. Creates and sustains professional relationships with internal and external stakeholders, as appropriate, with Colombian policy makers and authorities in prison administration. �Uses those relationships to develop our assistance programming, advance U.S. priorities, and to advise INL, U.S. Embassy and State Department leadership. 3.�� �Maintains subject matter expertise on corrections and criminal justice policy, regulation and best practices in Colombia and the United States. �Provides analysis of the regulatory environment and trends to advise INL, U.S. Embassy and State Department leadership. � 4.�� �Creates and sustains relationships with U.S. Department of Justice and other law enforcement agencies at post, as well as with the American Citizen Services section and the U.S. Agency for International Development, to coordinate efforts in the prisons and criminal justice sector. 5.�� �Works closely with counterparts within the Rule of Law division and across other INL divisions to create and implement joint programming to reduce prison overcrowding, improve prisoner classifications, and improve the efficacy of the criminal justice sector. 6.�� �Manages and supervises one locally employed staff (LES) and provides contractual oversight for up to four contracted program staff to ensure they achieve the program objectives. 7.�� �Serves as a Grants Officer�s, Contracting Officer�s and/or Agreements Officer�s Representative. Contracts include procurement of equipment. �Ensures USG-provided commodities are effectively utilized and no fraud, waste, or mismanagement occurs in the program through continuous oversight and end-use monitoring at all training sites. 8.�� �Prepares, coordinates, and assures the timely issuance of both one-time and periodic reports on the federal, and municipal corrections programs. 9.�� �Prepares periodic status reports, budget reports, and program reviews. 10.�� �Briefs Department, Congressional, Staff Delegations and other selected international dignitaries on the U.S. and host government criminal justice programs as they pertain to the corrections program. 11.�� �When required, perform the role of Duty Officer. 12.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post. 2.�� �Completes the Contracting Officer�s Representative courses (PA186 and PA188) or the distance-learning (DL) course (PA296) Department of State COR distance-learning (DL) course through the Foreign Service Institute (FSI) and gain FAC-COR I Certification (see http://aope.a.state.gov/faccor/faccor_menu.asp) within 120 days of arriving at Post. 3.�� �Completes course work equivalent to the entry level FAC P/PM certification within nine months of hiring, and participates in ongoing FAC P/PM training. 4.�� �Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 5.�� �Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The place of performance is the U.S. Embassy Bogot�, Colombia. Regular travel to rural areas, small towns, and occasionally to large cities throughout Colombia is a requirement of this position. �Many of these areas in Colombia are conflict zones where insurgent groups are based, criminal organizations operate, and crime is generally high. �In addition, many of these areas in Colombia are tropical, with high temperatures, high humidity, tropical insects and diseases, and minimal infrastructure.� RELATIONSHIPS The Corrections Reform Program Coordinator reports to the INL Rule of Law Division Chief.� The Contract Administrator shall be the INL Contracting Officer in Washington. �In no instance shall the INL/Bogota Rule of Law Division Chief or any other individual be authorized to alter or modify the terms and conditions of the contract or waive the Government's requirements, price, delivery, or other terms and conditions. �The Contracting Officer must authorize such changes in writing. The INL Rule of Law Division Chief will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY The Corrections Reform Program Coordinator must be able to manage corrections reform projects in a foreign country, including promoting U.S. interests with host-government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and integrating competing needs of U.S. law enforcement agencies and GOC entities involved in corrections reform activities. SCOPE & EFFECTIVENESS� The Corrections Reform Program Coordinator performs a broad range of tasks related to a complex foreign assistance program in Colombia. The INL programs have a significant impact on Embassy operations including those of other USG agencies.� PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain Department of State Secret level security clearance, medical clearance, and ethics clearance (if applicable). (Security clearance upgrade to Top Secret level may be required.) 2.�� � Bachelor�s degree from a US institution; or,� a.�� �A minimum of four (4) years of experience in U.S. corrections at or above the rank of associate warden (or the equivalent).� 3.�� �A minimum of ten (10) years of experience in U.S. and/or international civilian corrections, including a minimum of two (2) years of experience as the head of a U.S. civilian corrections division, institution, administration, training academy, or prisoner program or two years of experience at the rank of warden (or program manager, probation supervisor, et cetera) or higher in corrections at the State or Federal level. 4.�� �Demonstrated ability to read and speak Spanish at the professionally proficient level.� 5.�� �Demonstrated knowledge of U.S. law enforcement and corrections related to analysis and program evaluation of municipal, state, or federal corrections programs. 6.�� �Graduation from an accredited federal or state corrections and/or probation academy. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($95,225 - $139,841 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
