Description
This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Rocky Mountain Research Station intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to Peak Facilitation for facilitation services. Description of Services: Continued facilitation services for the RMRS Leadership Team Desired LT Meeting Outcomes: Conduct follow-up discussions at the conclusion of the Leadership Team meetings. Develop follow-up reports or documentation as requested. Help to define the current operational norms and desired future outcomes of the groups and programs, including Leader�s Expectations, member�s expectations, team conduct, responsiveness, and work quality.� Build trust, confidence, and alignment with the groups, measured by individual feedback during and after sessions are completed. Facilitator Objectives and Timing: Performance Standards: Facilitation: a.� Following good meeting practices, such as keeping time, producing, and adhering to an agreed-upon agenda, and keeping a clear record. b. Group management, including careful observation of group dynamics, individual participation styles, participation balancing, and making safe space for more reticent group members. c.� Employing a variety of listening skills, such as the ability to paraphrase, stack a conversation, and draw people out, as well as to respond flexibly and proactively to changing dynamics.� d. The Contractor shall set a civil and productive tone for each workshop/meeting, that everyone is able to make comments and contribute to the dialogue and facilitate the flow of discussion toward the goal of the meeting.� e. The Contractor shall help the team members to build a trusting atmosphere; help the Leadership Team articulate their comments, suggestions, and recommendations in each meeting; record decisions and action items. f. The Contractor shall employ all typical facilitation meeting organization and social techniques. g.� The Contractor shall maintain confidentiality of all materials and topics discussed during meetings and will not share or distribute information, or materials outside of the RMRS leadership team.� This includes information or materials exchanged during preparation, as well as follow up notes and discussions.� Agenda Development: a. The Contractor shall be responsible for meeting preparation. This includes coordinating development of an agenda with the designated Station Director or LT Member.� b. Contractor shall engage with the LT�to create a clear process for developing and delivering clear strategic thinking documents for consideration and will generate alignment around a specific decision-making process.� c. Contractor shall engage to outline meeting strategies and planning that will address priority and goal setting, both short and long term.� d. Contractor shall assist with interpreting and developing measurable outcomes for focus at the LT Meetings Post-meeting follow-up a. The contractor shall provide notes of the meetings and, if necessary, hold discussions with the LT to summarize the issues discussed at LT Meeting as well as the outcomes/decisions to execute in follow-up actions. b. The contractor shall hold discussions and provide assistance with any Work Teams chartered with specific task/action items as an outcome of the Leadership Team. Location and Frequency Bi-weekly Virtual Meetings-typically held on Mondays, 9-11 am Mountain time. Ad Hoc meetings and preparation as necessary Quarterly In Person Meetings Three days, travel required, locations TBD The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. �A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. �Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Date posted to SAM.gov:� May 13, 2023. �Date posting will close: May 22, 2023. The North American Industry Classification System (NAICS) code is 541611. The Size Standard is $16.5 million. The desired period of performance for the services described herein is anticipated to be from June 1, 2023 through May 31, 2023. �The responses to this synopsis will be used to confirm that this is a sole source requirement. This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP); it is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding the contract. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this notice of proposed contract action. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Anthony Salas electronically to: anthony.salas@usda.gov. �Responses must be received no later than May 22, 2023, 11:00 am MDT. �All documentation shall become the property of the Government. Firms responding must indicate the following information: Indicate the business size: small business or disadvantaged business, veteran owned small business or HUB Zone certified, indicate the appropriate NAICS code, and UEI#. This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to a particular acquisition approach. This synopsis should not be construed as commitment by the Government for any purpose other than market research.
