Description
Amendment 0001 - Purpose is to extend due date and time for receipt of quotations; Government is preparing resposnes to questions received. See updated�due date and time in General Information section. (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 using Simplified Acquisition Procedures under the Simplified Procedures for Certain Commercial Products and Commercial Services found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is N6824623Q0026 and is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02. (iv) This requirement is a Total Small Business Set-Aside. The NAICS Code is 562112 - Hazardous Waste Collection and small business size standard is $41.5 million. The small business office concurs with this decision. (v) See Attachment (a) � Quotation Sheet for a list of line item number(s) and items, quantities, and units of measure (including option(s), if applicable). (vi) The Government requires a non-pre-priced multiple award Indefinite Delivery Indefinite Quantity (IDIQ) type contract to provide waste disposal services for Defense Fuel Support Point (DFSP) Guam with a total not-to-exceed (NTE) of $7,490,000.00 for all IDIQ awards combined under this combined synopsis/solicitation. See Attachment (1) PWS - DFSP Guam Waste Disposal for the description of requirements. See Attachment (2) PWS - Seed Project CTO S-1 Disposal for the description of the �seed project� requirements. The Government estimates awarding five IDIQs. The minimum guarantee for this IDIQ is $2,000.00. The IDIQ will consist of a single five-year ordering period. A Task Order for the �seed project� will be issued concurrently with the award of the basic contract for the quoter determined to be most advantageous to the Government for the seed project, price and other factors considered in accordance with Attachment (b) 52.212-2, Evaluation-Commercial Products and Commercial Services. A Task Order for the minimum guarantee will be issued concurrently with the award of the basic contract for the quoter(s) awarded an IDIQ, but not awarded the seed project. The Contracting Officer will issue a unilateral no-cost cancellation for the minimum guarantee Task Order if/when the IDIQ contractor receives a Task Order that is equal to or exceeds the amount of the minimum guarantee. (vii) The ordering period will be for a total of five years from the date of award of the base IDIQ(s). The performance period for the seed project is 120 days after date of contract. �(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. See Attachment (c) Addendum to 52.212-1 for additional instructions. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. (x) Do NOT submit a completed copy of the provision at (DEVIATION 2023-O0002), Offeror Representations and Certifications-Commercial Products and Commercial Services with your offer. Quoters must be registered in the System for Award Management (SAM) database to be considered for award.
