The required POP will start in May 2023 of the base year until the base period ends on Sept 15, 2023 for 5.1.6, 5.1.14 and 5.1.15. The increased scope for 5.1.6 and the new optional tasks 5.1.14 and 5.1.15 will apply for the base and all option periods and the period of performances that coincide. There is one (1) base period of twelve (12) months and there are three (3) option periods of twelve (12) months each. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order pamd was placed in accordance with the applicable Federal Supply Schedule ordering procedures. FAR 8.405-6(a)(1)(i)(C). The prior award was made in accordance with FSS ordering procedures and was competed on GSA eBuy. The services are a logical follow on to the services already being provided under this contract and the work being added has not been previously issued under sole-source or limited sources procedures. The increase in level of effort is the same type of services being provided under Task 5.1.6 Web Application Technical Support Services (PEB); the new optional Task 5.1.14 is directly related to services under Task 4.3.1; and the optional Task 5.1.15 is directly related to services being provided under Task 4.4.6. The new follow-on work is to assist to complete the current tasks for the DHIS Management and Consulting Services in the base period and will lay the foundation to keep all the new optional task services on track for the option periods by accelerating the implementation of the Case Surveillance Modernization efforts and by increasing the efficiency and speed by which the STLT health departments can collect and submit the data. The contractor Metas who is currently performing services for this contract has knowledge and experience with the project/program which is beneficial to the government. A different contractor would have to work to catch up in order to perform the follow-on, which would cost time and money and increase project or program cost, schedule, or performance risk. Re-competing these services would result in a loss of the deliverables and/or the timeliness of deliverables needed to complete the tasks currently due under the current contract. A new vendor will be duplicating the work already being provided under these tasks.
