- SPECIAL ANNOUNCEMENT REQUEST FOR TECHNICAL DATA STEP 1 The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets: INPUT NSN: 1560-01-542-7904 INPUT P/N: 70200-07801-101 OUTPUT NSN: 1560-01-542-7904 OUTPUT P/N: 70200-07801-101 ESTIMATED QUANTITY RANGE: Minimum 100 each � Maximum 600 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 100 each) 2 The proposed contractual action will be a Five (5) year, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum/maximum quantities listed above. These items are noncommercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. This procurement will be solicited as a Full and Open, competitive requirement. The Government does not have a Depot Maintenance Work Requirement (DMWR) for the proposed solicitation. 1. The U.S. Army Contracting Command � Redstone Arsenal (ACC-RSA) will issue an Invitation for Bid (IFB) using the procedures of FAR Part 14 for Twostep sealed bidding for the overhaul of the Right Hand Stabilator. 2. A single, Firm-fixed Price (FFP) type contract will be awarded to the responsive, responsible bidder whose bid represents the lowest priced in step two, after being determined technically acceptable in Step one. This IFB will be issued using the Two-Step Sealed Bidding Method. 3. Technical proposals (Step-One) shall not include prices or pricing information. The Technical proposal due date is no later than 30 May 2023, 1700, hours CST. 4. Prospective bidders will only advance to Step two if submitted technical proposals in Step-One are determined to be acceptable, either initially or because of discussions. Bidders shall submit bids that are acceptable without additional explanation or information. The Government may proceed with StepTwo without requesting further information from any bidder; however, the Government may request additional information from bidders that it considers reasonably susceptible of being made acceptable and may discuss technical proposals with the prospective bidders. 5. A notice of unacceptability will be forwarded to any Bidder upon completion of the technical proposal evaluation in Step-One that resulted in a final determination of unacceptability. 6. Technical acceptability for step-one will be determined by the bidder�s responses to the following questions. Technical Expertise: Describe your expertise with conducting an overhaul, remanufacture, or repair of the UH-60 Left Stabilator or a similar item. Include in your response the details that demonstrate the extent of your expertise and how you acquired it. Please include the quantity and frequency. If not, have you performed a composite overhaul, or repair, on the same, or like item?� a. If yes, to either question, when, for how long, in what quantity, and what specific item? b. If it was under a military contract, what is the contract number? c. Who was the Primary Contracting Officer? Please provide his or her name, organization, and contact information. Please provide contact information for the Defense Contract Management Agency (DCMA) that served as your administrative contracting officer. d. What certifications and experience do your employees have to qualify them to perform the work? Provide all certifications relevant to the M&O program. e. Describe your experience and capability with sheet metal repair? If yes, do you have airworthiness substantiation for the individual repairs? Provide three examples. f. Describe your hand sanding and Plastic Media Blast (PMB) experience and expertise? g. Do you have machining capability to remove and install mount bushings? h. Describe your electrical repair expertise and capability to check and test the stabilator formation lights? i. Describe your paint application capability to re-apply the Infrared Reflective (IR) Primer and Chemical Agent Resistant Coatings (CARC)? Facility, Equipment, and tools: Do you have the following: a. Digital Voltmeter (DVM) for electrical tests? b. A fixture to locate and line ream bushings? c. A clean room with temperature and humidity control necessary to perform composite and adhesive repairs? d. A paint room free from airborne particulates? e. The ability to obtain all necessary materials and parts from approved suppliers to complete the overhaul? f. Sikorsky data or drawings of the Left-hand Stabilator and if so provide proof of your use authorization from Sikorsky. Engineering Approach: Do you have an overhaul plan for the Left Hand Stabilator? If yes, provide a copy. At a minimum, the plan should contain instructions and procedures covering the following categories: a. Disassembly instructions. b. Cleaning instructions. c. Overhaul Inspection Requirements. d. Repair instructions. e. Assembly instructions. f. Prime, paint, and corrosion protection measures. 4 The solicitation will only be provided to contractors who are acceptable under step 1. This requirement is currently unfunded.�
