Description
The Defense Health Agency (DHA, Agency, or Government) supports the delivery of integrated, cost effective, and high quality health services to military beneficiaries of the Military Health System (MHS). Patient care services are provided in a variety of settings within the MHS, including military clinics, hospitals, and medical centers, which are collectively referred to as Medical Treatment Facilities (MTFs). The DHA Enterprise requires highly specialized Healthcare Environmental Cleaning (HEC) services, conforming to the highest standards of quality and complying strictly with all applicable certification requirements and with rigorous and exacting medical industry standards for maintaining an aseptic space for the administration of healthcare ranging from clinical to surgical. The Federal Procurement Data System Product and Service Code (PSC) for such specialized, aseptic ?Healthcare Environmental Cleaning? services is PSC Code Q901. An ability to meet run-of-the-mill ?janitorial? or ?custodial? services standards, PSC Code S201, would not be sufficient to satisfy the complex, extensive, and in most cases mission-essential requirements of the DHA Enterprise HEC.This Indefinite Delivery, Indefinite Quantity, Multiple Award Contracts (IDIQ MAC) shall serve as vehicles to procure HEC services for any Department of Defense (DoD) Military Medical Treatment Facility (MTF) located in the United States and outlying areas. The services to be acquired are Q901 ? Healthcare Environmental Cleaning. The Government defines HEC services as, ?cleanliness, disinfection and aesthetic maintenance of public and patient care spaces within DoD MTFs?. The Contractor is responsible for the performance of the entire scope of HEC operations including management activities such as planning, scheduling, cost accounting, report preparation and submission, establishing and maintaining records, quality control and performance management. The regulations, commercial standards and advisory recommendations cited in Part 7 of this performance work statement (PWS) are requirements for this effort. The Contractor shall provide all tools, labor, materials, vehicles, training, equipment and supplies required to recruit, qualify, place and retain an adequate workforce to perform cleaning and disinfecting activities within timeliness, completion and efficacy performance standards; collect trash, recyclable materials and regulated medical waste; remove soiled linens and distribute/restock linen supplies as well as other related HEC services in accordance with (IAW) Part 5 of the contract unless listed by exception in Part 3, Government Furnished Equipment (GFE), Items and Services.
