�DOWTY R391 PROPELLER TRAINING SOURCES SOUGHT No. 70Z023R230000152 The United States Coast Guard is seeking sources from industry professional organizations who possess the capabilities, capacity, and requirement specific knowledge of the following scope: Scope� This effort requires the Contractor to make available courses for training on the R391 Dowty Propellers installed on the C-27J and C-130J aircraft. The contractor shall provide training to Coast Guard (CG) personnel on R391 propeller maintenance through courses scheduled and held specifically and exclusively for CG needs. The CG requires four (4) courses annually with six (6) students attending each course. OBJECTIVE The R391 System Level 4 Dowty Propeller training will show the proper maintenance practices to ensure depot and organizational level maintenance is conducted properly. In order to ensure safe, economical and effective operational employment of these aircraft, and in keeping with the excellent stewardship of American tax-payer resources, the CG needs personnel properly trained in maintaining the R391 propeller system. SPECIFIC REQUIREMENTS/TASKS The contractor will provide four (4) training courses by September 30, 2023, to CG personnel. Each course shall consist of six (6) CG students. R391 SYSTEM LEVEL PROPELLER TRAINING The Contractor shall deliver a training course in a one-week (5 day) session. The training shall take place in both a classroom setting and a shop/lab environment, with the majority of instruction time being �hands-on� with a R391 propeller. At a minimum, the training is to include the following major systems and sub-systems of the R391 propeller: Familiarization with the description and operations of the R391 propeller systems Familiarization of propeller removal and installation procedures Familiarization of propeller disassembly and reassembly procedures Familiarization with inspection of R391 propeller systems and components Familiarization of propeller balance and rigging techniques Upon conclusion of the course, the Contractor will test the students on the subjects taught. COURSE SCHEDULING The course dates shall be scheduled by mutual agreement between the Contractor and the COR. The courses must take place before September 30, 2023. However, unforeseen circumstances may interfere with this schedule and shall be re-scheduled by mutual agreement between the Contractor and the COR. GENERAL REPORT REQUIREMENTS The Contractor shall provide all reports in an electronic format usable by the Microsoft Office applications. All reports shall be submitted electronically via email, unless otherwise agreed upon in writing. PLACE OF PERFORMANCE� There are two (2) primary places of performance: For C27J Propeller Training the courses will take place at Air Station Clearwater, Florida. For C-130J Propeller Training the courses will take place at Air Station Elizabeth City, North Carolina. COURSE COMPLETION REPORT The Contractor shall submit a report documenting reach student�s performance no later than (NLT) thirty (30) days of the completion of each course. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice is not a request for competitive proposals. However, all responses received within 10 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete this requirement, on a full and open basis, based upon responses to this notice is solely within the discretion of the Government.
