Description
Introduction The Naval Undersea Warfare Center Division (NUWC), Keyport is issuing this sources sought notice on behalf of the Naval Sea Systems Command (NAVSEA) International Fleet Support Program (PMS 326) as a means of conducting market research to identify potential sources having an interest in industry technologies available, and capability to support/fulfill an anticipated future requirement for the Government�s need to modernize the two (2) Royal Bahrain Navy (RBN) former USN FFG-7 class frigates. Identification and verification of the company�s business size (i.e., small, large) relative to NAICS Code 336611, Size Standard: 1300 employees. This request does not constitute a Request for Proposal (RFP); submission of any information in response to this announcement is purely voluntary and the Government assumes no financial responsibility for any costs incurred. Background NAVSEA conducted market research on April 28th at an Industry Day to identify and determine the interest, technical capability, and qualifications to fulfill the Government�s need to modernize the two (2) Royal Bahrain Navy (RBN) former USN FFG-7 class frigates. These frigates are the RBN Sabha FFG-90 (ex-Jack Williams FFG-24) and the RBN Khalid Bin Ali FFG-91 (ex-Robert G Bradley FFG-49). NAVSEA is preparing a response to Bahrain�s request for price and availability through FMS for the following system improvements: Replace the existing Combat Direction System (CDS) with Combat Management System (CMS) Replace the existing AN/SPS-49(V)4 Air Search Radar with a new 3D air search radar Replace the existing AN/SPS-55 Surface Search Radar with a new surface search radar Replace the existing Navigation Radar with a new navigation radar Replace the existing MK 92 Fire Control System and Radars with a new fire control system and radars Provide system upgrades for the MK 75 76mm Gun Mount Program Approach PMS 326 is seeking potential Systems Engineering and Integration services for the installation and integration of the replacement systems above. The below USN programs of record systems are tentatively planned as government furnished equipment (GFE) for this program, although alternatives will be considered: CMS: COMBATSS-21 or INTeACT Note: INTeACT is a well-supported UK POR. Air Search Radar: AN/SPS-77(V)3 Multi-Mission Radar (MMR) or AN/SPY-6 Surface Search Radar: AN/SPS-73(V)18 Navigation Radar: VisionMaster Fire Control System and Radars: MK 160 Gun Computer System modified to interface with MK 75 76mm Description NAVSEA needs the Systems Engineering and Integration of a new CMS, sensors, and weapon systems for the RBN. It is expected that this work will be performed at contractor facilities and in Bahrain.� The estimated period of performance for these efforts would start in Fiscal Year (FY) 2026 and complete in FY 2030.� Format If your organization has the potential capacity to provide the required products/capabilities identified, please provide the following information: Cover Letter should include: Organization name, address, CAGE code, Unique Identification number, email address, website address, telephone number, and size and type of ownership for the organization; Tailored capability statements addressing the particulars of this requirement; and Responses to all of the following questions in the same order as shown below. Interested contractors are requested to provide NAVSEA a Capability Statement which may include ROM cost estimates that addresses capabilities and proposes a plan to meet the Systems Engineering and Integration requirements of the modernization of the two Bahrain frigates. The Capability Statement should include and emphasize the following company qualifications and experience by addressing the following: Capabilities and experience of developing, managing and integrating the newest technology with legacy systems. Experience working directly with government organizations and other industry using government and contractor facilities for Subsystem and System Level Tests. Experience and approach for developing a comprehensive Test and Evaluation program. Facility description highlighting capabilities and obtained certifications. ROM cost estimates and schedule information for complete system installation and integration of the systems identified for the frigate modernization. Provide your overall technical approach to the requirement as outlined within this notification. Describe your approach for modernizing the RBNF CMS, sensors, and weapon systems with either the planned GFE or your recommended alternative systems. Address the overall Test and Integration approach for this task. Describe your risk management approach for execution of contract deliverables as related to cost, performance, and schedule. Include contract numbers from prior relevant past performance experience SUBMITTAL INSTRUCTIONS: Responses to this sources sought must be submitted DOD Safe to the point of contact listed at the bottom of this notice.� Please limit responses to a maximum of twenty (20) pages. � Proprietary information, if any, must be clearly marked.� To aid the Government in its review, please segregate proprietary information. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations.� Responses to this notice will not be returned. The Government may not respond to any specific questions or comments submitted in response to this sources sought notice or information provided as a result of this sources sought notice.� Any information submitted by respondents as a result of this sources sought notice is strictly voluntary.� This sources sought notice is for information planning purposes, the Government will not pay or otherwise reimburse respondents for information submitted, and it is not to be construed as a commitment by the Government. All documentation shall become the property of the Government.� The Government is not soliciting, nor will it accept proposals as a result of this sources sought notice.� All firms responding to this sources sought notice are advised that their response is not a request to be considered for a contract award.� If a solicitation is issued, it will be announced later via the Government-wide point of entry and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice.� Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. When submitting questions, include RFI # KYPT-23-0001-RBNFFG7 in the subject line of your email: The Government may post questions and answers to the Opportunities website at�https://www.sam.gov/ �NOTES: Do not send hardcopies (including facsimiles), as only electronic submissions will be accepted and reviewed. Do not lock or encrypt the file you submit, or attach password- protected files. The Government will scan all files submitted and if a virus is detected, it may be grounds for rejection of the response. Cost data is not required but is requested to this RFI. Responses are requested no later than 1400 (Pacific Time) on 15 June 2023.� Interested parties are instructed to submit their response electronically via the DoD SAFE application located at https://safe.apps.mil. Interested parties wishing to submit a response shall notify by email: david.m.weindruch.civ@us.navy.mil no earlier than 14 calendar days prior to the 15 June 2023 submission deadline, include in the subject line of the email �RFI-KYPT-23-0001-RBNFFG7� and in the body of the email, Company Name, �Company Point of Contact (POC) and Company POC's e-mail address for contact information so the Government can generate a drop-off request email from the DoD SAFE application to be sent to the Contractor, which is valid for 14 calendar days.�
