- NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTATIONS. This is a notice of a sole source. Please refer to attached, redacted, and approved Justification for Other Than Full and Open Competition for detailed information. The General Services Administration, Public Buildings Services (GSA/PBS), Office of Design and Construction (ODC), intends to award a sole source Firm-Fixed-Priced (FFP) purchase order utilizing Simplified Acquisition Procedures (FAR Part 13) for one (1) base year, with three (3) one year option period, to the National Academy of Sciences, for Federal Facilities Council (FFC) membership subscription service. FFC mission is to identify and advance technologies, processes, and management practices that improve the performance of federal facilitates over their entire life cycle, from planning to disposal. The intent is to procure through sole source using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by May 26, 2023; 12PM ET. The Government will not be responsible for any cost incurred in preparation of quotes. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
