Description
NASA/Johnson Space Center (JSC) intends to continue purchasing services from CACI NSS, LLC under the Simulation and Software Technology (SST) II contract during the period until a follow-on contract is awarded. The continuation of the SST II contract is anticipated not to exceed eight-months from the current contract expiration of April 30, 2023. It is expected the SST II extension will consist of eight 1-month options.� Currently, only CACI has the capability to provide ongoing critical support services without incurring in unacceptable delays. JSC requires services in the areas of continued support to mission critical and mission essential work in providing to the JSC Engineering Directorate�s Software, Robotics, & Simulation Division (SRSD) with space vehicle systems and software expertise, and simulation and software technology support in two major domains, Simulation and Graphics and Spacecraft Software. The statutory authority permitting other than full and open competition is per 10 USC 2304(c)(1), as implemented by the provisions of FAR 6.302-1(a)(2)(iii), which states, ""For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements."" The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 14, 2023.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
