Description
Description The Department of Interior, Interior Business Center, Acquisition Services Directorate intends to award a sole source contract under FAR 6.302-1(c)(i)(1) to Richard Wolf Medical Instruments Corp (RWMIC) to provide upgraded Richard Wolf Imagining Systems and additional supporting imaging equipment on behalf of the U.S. Department of Health and Human Services (HHS), Indian Health Service (IHS) Division of Surgical Services. This notice is issued in accordance with FAR 5.201. RWMIC is uniquely qualified to provide these systems and components because they are the manufacturer if these instruments. The Med X Change Evolution 4K System is an equipment tower of Ultra High Definition (UHD) Medical Display for the surgeons and their surgical team to view the laparoscopic surgical procedure display with the Endocarn Logic 4K image camera/video system that brings digital sharpness, clarity & a panoview continuous 4K imaging chain. An Evolution 4K recording, Light Source LED, Fiber Light cable, Adapter projector/endoscope side, equipment of camera head, remote controller, foot power cord, monitor cables connector, patch cable, reusable telescope of four different sizes will be needed to make the system functional for a demanded favorable Outpatient procedure. The product features integrated 12.7 cm touch LCD screen provides intuitive menu navigation and quick setting changes; a work list function saves time by allowing cases to be added before they start; simultaneously records 4K UHD video and captures still images, records to internal hard drive and two USB 3.0 drives at the same time; 1 TB internal storage captures up to 40 hours of 4K UHD surgical footage; DICOM integration: automatic DICOM c-store (PACS storage) and c-find (MWL); and iOS wireless application (MedxStream Plus app) for live still images, recording 4K video (via USB), surgical reports, and media review. The systems and equipment are to be delivered to the Northern Navajo Medical Center (NNMC), located in Shiprock, New Mexico. NNMC started using the Richard Wolf Laparoscopic System under a lease agreement for Fiscal Year (FY) 2013 and then purchased the systems in FY 2015 under a sole source equipment request. Upon purchasing the system, NNMC and RWMIC established a preventative maintenance agreement which assisted in the instrumentation or equipment repairs as well as provided a rapid turnover in keeping the systems at their peak performance. Because of this, NNMC never experienced maintenance or repair delays by RWMIC. Additionally, periodic equipment training and teaching has been conducted by RWMIC over the years on a semi-quarterly basis to assure proper usage and upkeep by the NNMC Operating Room (OR) staff. RWMIC is the sole proprietor for the laparoscopic equipment. Technical support and troubleshooting must be performed by Richard Wolf technicians as they are the developers of the equipment, which is used for all laparoscopic surgery procedures at the center. NNMC-OR has determined that the RWMIC systems are the safest and most cost-effective for hospital patients. The procurement of these systems and its upgrades are compatible with the NNMC�s current OR equipment. The ENDOCAM Logic 4K camera system is compatible with Rich Wolfs core nova OR integration system. Higher technology is essential to safely viewing the patient�s anatomy from a telescopic view. The laparoscopic equipment has a 5-8 year life cycle of performance. This notice is to state the Government intention to sole source this requirement and to determine if any other source(s) exist; and therefore, no solicitation is available. Interested sources with the capability to provide the requirements referenced in this notice are invited to submit, in writing, sufficient information to demonstrate their ability to fulfill the stated requirements. Responses to this notice must demonstrate clear and convincing evidence that all requirements can be fulfilled, and that competition would be advantageous to the Government and would not be time or cost prohibitive. This Intent to Sole Source is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Respondents are responsible for adequately marking proprietary information in their response. Responses will not be returned. An electronic acknowledgement of vendor response submission will be provided. If vendor's do not receive an acknowledgement within one business day, please notify the Contracting Office to ensure successful delivery.
