Description
NASA/Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for the Atmosphere Observing System - Polar (AOS-P) Polarimeter Instrument Phase A Study procurement in support of the AOS Project, Code 425. The Polarimeter Phase A Study is being procured as a component of the larger AOS Polarimeter Instrument procurement. The purpose of the Polarimeter Instrument study is to provide insight into potential instrument concepts that will support AOS-P mission implementation, the degree to which the concepts meet performance targets, and maturity and risks of the concepts. The study can also include Risk Reduction and Demonstration activities as determined by the proposer to provide mitigations of identified risks due to design maturity or other factors. The scope of work for the Polarimeter Special Study contract includes developing and assessing instrument concepts; exploring the feasibility of specific improvement(s) and/or enhancement(s) above the performance �target�; Trade studies; Technical analysis; Notional development schedule; Cost analysis; Technology Readiness Level assessment and technology development plan; Identification of hardware and software heritage assumptions; Identification of risk mitigation activities and performance of any work awarded for risk mitigation efforts. The intent of the study is to inform the government as to the feasibility and risks associated with the current Polarimeter requirements and resulting design concepts. The study results will be used to improve the technical and programmatic requirements in a potential Polarimeter Instrument flight procurement Request For Proposal (RFP). NASA GSFC is not requesting proposals at this time. It is anticipated that the subject acquisition will be a full and open competition resulting in a Firm Fixed Price (FFP) definitive contract. The Government does not intend to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541715 with a size standard of 1,000 employees. The anticipated release date of the RFP is on or about June 1st, 2023 with an anticipated offer due date of on or about June 30th, 2023. All responsible sources may submit an offer which shall be considered by the agency.
