Description
The Federal Aviation Administration (FAA) intends to award a single source contract to Progressive Materials Management Inc. (PMMI), Edmond, OK, for Maintenance and Relocation Services of Vertical Storage Units (VSUs) for the Logistics Center (FAALC) in Oklahoma City, OK. The anticipated contract will be an Indefinite-Delivery/Indefinite-Quantity type contract with fixed-price and labor hour line items for one (1) base year with four (4) one-year option periods. In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures.� Progressive Materials Management INC. (PMMI) has been performing preventative maintenance on FAALC�s VSUs for over 30 years. They have performed satisfactorily on previous contracts for this equipment and prior to that performed the maintenance on Richard Wilcox VSUs located at the FAALC. Specialized expertise is required to work on the VSU units. The units have large and complicated logic circuitry that requires actual hands-on to master. Although the circuit boards are made up of small electronic parts like any other circuit board the way the motors, sensors and safeties are programmed, it is necessary to understand those relationships. With any motorized equipment there is an extra safety risk because of the powerful potential the motor has. Specialized experience working on this type of equipment is necessary when working on VSU equipment. A formal market survey (6973GH-23-MS-00010) was posted to the System for Award Management (SAM.gov) website on January 20, 2023. Only Progressive Materials Management Inc. (PMMI) provided a response to the market survey that fully met the required capability statement. The proposed principle North American Industry Classification System (NAICS) code for this effort is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a size standard of $12.5 million.
