Description
5/16/2023: The purpose of Amendment #1 is to post the questions and answers that were submitted against FHF-23-Q-0062. Consequently, Attachment A - Statement of Work was revised.� See attachments. This is a combined synopsis/solicitation and request for quotes (RFQ) for commercial items in accordance with the procedures of Federal Acquisition Regulation (FAR) part 12 - Acquisition of Commercial Items and FAR part 13 - Simplified Acquisition Procedures, with FAR part 12 taking precedence per FAR 13.500(b)�s reference to FAR 12.102(c).� This announcement constitutes the only solicitation with quotes requested. This requirement is considered unrestricted under the North American Industry Classification System (NAICS) code 541611 � Administrative Management and General Management Consulting Services � with a standard size of $16.5M. FHFA requires vendor services to support its supervisory capital stress testing program. The Quoter would provide expertise, analysis, and advisory services to FHFA regarding a single-family supervisory capital stress testing white paper. Once operational, FHFA�s supervisory capital stress test will support Agency decision makers in determining each Enterprise�s ERCF stress capital buffer and will support Agency decision makers in benchmarking the Enterprises� DFAST results. Contactor assistance would include but is not limited to identifying options and providing recommendations on the following:� (i) expected benefits, expected costs, and options for the build vs. buy decision on the elements of FHFA�s single-family supervisory capital stress test; (ii) building the credit risk framework for FHFA�s single-family supervisory capital stress test; (iii) building the accounting framework for FHFA�s single-family supervisory capital stress test; and (iv) building the consolidation engine for FHFA�s single-family supervisory capital stress test.
