This is a SOURCES SOUGHT NOTICE. This notice is a market survey and is for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The VA Network Contracting Office 15 has been tasked to solicit for and award for the provision of Thoracic Surgery Physician Services. No solicitation is currently available at this time. The proposed project is anticipated to be a firm, fixed-price contract. The type of solicitation to be issued will depend upon the responses to this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The purpose of this notice is to gain market knowledge of potential businesses to include large business sources, small business sources and their size classifications; HUBZone, 8(a), Small Disadvantaged Business, Woman Owned Business, Veteran Owned Business, Service-Disabled Veteran Owned Small Business relative to NAICS Code 621111, with a small business size standard not to exceed $16 million in gross annual receipts. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The duration of this requirement is anticipated for a base year with four each one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 621111 Offices of Physicians (except mental health specialist). Please provide a capability statement addressing your organization s ability to perform as a prime contractor the work described in the PWS excerpt (below) specific to the provision of Thoracic Surgery Physician Services and respond to the questions posed below. This is not a request for proposal and in no way obligates the Government to award any contract. Please include the following information: Your company s name, addresses, point of contact, phone number, and email address. Your company s interest in submitting an offer on the solicitation when it is issued. Your company s capability to meet the requirements. Provide comparable work performed within the past three years to include a brief description of the project, period of performance, and dollar value of the acquisition. How many providers in your candidate pool are providers, in your practice group or candidate pool, are available to provide contracted services in the Kansas City, MO geographic region. Performance Work Statement excerpt To furnish key personnel to provide onsite Thoracic Surgery Physician Services to eligible beneficiaries of the Department of Veterans Affairs Medical Center (VAMC), Kansas City VAMC, 4801 East Linwood Boulevard, Kansas City, MO 64128-2226. The physician(s) care shall cover the range of Thoracic Surgery services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by American Association for Thoracic Surgery (AATS): https://www.aats.org/. License: The physician(s) assigned to perform the services shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property. All licenses held by the key personnel shall be full and unrestricted licenses. Physician(s) who have current, full and unrestricted licenses in one or more states, but who have, or ever had, a license restricted, suspended, revoked, voluntarily revoked, voluntarily surrendered pending action or denied upon application will not be considered for the purposes of this contract. Board Certification: All physician(s) shall be Board Certified/Board Eligible by the American Board of Thoracic Surgery https://www.abts.org/ and be currently certified in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) or equivalency. All continuing education courses required for maintaining certification must be kept up to date at all times. Documentation verifying current certification shall be provided to the VA COR on an annual basis for each year of performance. Licensing: The physician(s) assigned by the to perform the services covered shall have a current license to practice medicine in any State, Territory, or Commonwealth of the United States or the District of Columbia when services are performed onsite on VA property. VA Hours Of Operation/Scheduling: VA Business Hours: Monday through Friday, 8:00 a.m. 4:00 p.m. CST Clinic Hours: Monday through Friday, 6:30 a.m. 3:00 p.m. CST Operating Room: Monday through Friday 6:30 a.m. 3:00 p.m. CST. Off-hours Coverage: Physician(s) shall be available on-call during all hours when the facility clinic is closed, including evenings, weekends and holidays. In order to support one (1) Full Time Equivalent (FTE). The VA s definition for full time is working the equivalent of 80 hours every two weeks or 2080 hours per year.
