- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Army Combat Capabilities Development Command (DEVCOM), Armaments Center (AC), Munitions Engineering & Technology Center (METC), Fuze and Precision Armaments Directorate (FPAD) is conducting a market survey to requests capability statements from potential contractors, on their ability to support and develop Seeker hardware and software enabling technologies for Precision Guided Munitions (PGM). This market survey is for the development of PGM enabling technologies to support next generation munition development of 80-155mm applications.� This project is a Research and Development (R&D) initiative, for Precision Munition Technologies, assessing market capabilities on Seeker hardware development of multi-modality Radio Frequency (RF) sensors, Dual band Focal Plane Arrays (FPA), Active/Passive munition survivability, round to round communications, proximity/Height of Burst (HOB) sensors, and munition setter systems.� This project includes analysis, integration, and appropriate testing of said enabling technologies to determine optimal Size Weight and Power and Cost (SWaP-C) configurations, and performance trade-offs for various munition applications ranging from 80mm to 155mm.� Seeker Software development consists of Artificial Intelligence (AI) based Automatic Targeting Recognition (ATR) software for RF Seeker application, Collaborative and Cooperative engagement, Synthetic data generation and training, and Hardware in the Loop (HWIL) Modeling & Simulation (M&S) environment/architecture. Enabling Technologies of interest include: ATR Software development � image based ATR algorithm development capable of supporting RF Synthetic Aperture Radar (SAR) and Electro-Optical/Infrared (EO/IR) Seeker sensors. Collaborative/Cooperative Engagement Software � round to round data sharing algorithms capable of reducing overkill scenarios as well as target detect/aim point refinement. Synthetic Data Generation and Training � capability to generate realistic physics based synthetic RF and EO/IR targets and environments of interest for AI based ATR algorithm training. Multi-function RF enablers � integration of RF subsystems such as the Seeker sensor, Proximity/Height of Burst sensors, munition setters to minimize package footprint and cost (SWaP-C). Round to round comms.� Munition Survivability � techniques, designs, and components both passive and active to maximize munition survivability during flight by reducing munition Radar Cross Section (RSC) or other means. Dual Mode Seeker Sensors � integration of multi-modality Seeker Sensors into a single modality Seeker sensor package. For example, integration of RF SAR Seeker with EO/IR Seeker sensor into a single sensor package to minimize package footprint and cost (SWaP-C). Dual Band FPA � development of a single FPA capable of operating in multiple bands by pixel colocation or wide band quantum efficiency response or other means. Next Generation Inertial Measurement Unit (IMU)Sensor � tactical grade IMU sensor G-hardened to survived gun launch, greater than 10,000 G. Electronic Thermal Management � thermal solutions to maintain operating temperatures of densely packed electronic components experiencing extreme temperatures for short durations representative of munition time of flight at extremely high speed. Optical Thermal Management � thermal solutions or novel materials capable of maintaining optical integrity for Seeker optics packages experiencing extreme temperatures for short durations representative of munition time of flight at extremely high speed. Round to Round Comms � Communication hardware capable of supporting wireless communications between multiple munitions in a salvo scenario.� A response to this market survey should show adequate technical and manufacturing capability to meet the project goals for Precision Munition Technologies.� If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate its ability to obtain those resources. Interested parties must provide the information requested below: Narrative explaining the company and its background. Past and/or Current experience/efforts relevant to the development of the enabling technologies described in this market research. Description team or individuals with the expertise to support the research and development of the enabling technologies described in this market research. Description of Company facilities and tools capable of supporting the research and development and appropriate testing to achieve TRL 5 of the enabling technologies described in this market research. If available, any past/current analysis of said enabling technologies in terms of SWAP-C scalability and performance trade offs to support integration into munitions ranging from 80mm -155mm. Ability to handle classified work up to secret (what level facility clearance)?
