- Description
- The military airbase at Bien Hoa is the largest dioxin contamination hotspot in Vietnam. This is due to past usage, storage, and handling of Agent Orange and other herbicides during the U.S.-Vietnam War with elevated levels of dioxin remaining in soils and sediments decades later. The Environmental Remediation at Bien Hoa Airbase (the Project) is one of the highest priority U.S. Government activities in Vietnam. The planned remediation effort at Bien Hoa furthers a number of high-level U.S. foreign policy objectives, including: resolving a war legacy issue, promoting economic growth, and improving environmental and health conditions. This contract (A&E II) will support the Bien Hoa Project through provision of design, construction management services, and environmental monitoring for Civil Works and Treatment activities, and capacity building of Government of Vietnam (GVN) counterparts. It will also support communications and outreach related to the Dioxin Remediation at Bien Hoa Airbase Area Project and other war legacy activities in order to strengthen bilateral relations and build trust among the Vietnamese people. Specifically, the objective of this Task Order is to provide professional A&E and other relevant technical services to USAID/Vietnam to: Implement the Masterplan developed for the Project. Build USAID-GVN working relationships in Project implementation. Increase GVN and local environmental remediation capacity. Support communication and outreach for the Project and other USAID War Legacy activities.
