Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Edwards Vacuum LLC, for the procurement of services for two Edwards EPX500LE pumps. �The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) uses Edwards vacuum pumps exclusively on its neutron guides and instruments to maintain 24/7 operation as a user facility. Additional pumping capacity is necessary to maintain the operational standards for the neutron guides. NCNR requires a service contract for two EPX500LE vacuum pumps from Edwards, LLC.� These pumps will serve as spares to the ones currently being used in different neutron guides throughout the Facility.� Having vacuum pump spares readily available is important for uninterrupted operation of the scientific instrument suite.� Manufacturer maintained equipment is optimal not only from an emergency standpoint, but also from a reliability standpoint.� This model pump is maintenance free for 5 years; at which point, it needs to be sent to the manufacturer for service.� The NCNR does not have the luxury to stop instrument operations while the pump is undergoing maintenance which can take the better part of a month.� In addition, an exact duplicate of the pump that is currently being used is necessary for a quick replacement.� These vacuum pumps were replaced on the neutron guides by exact duplicates (in house spares).� The NCNR doesn't currently have any other spares of this kind.� This could present a problem in case of a pump malfunction.� The vacuum system was designed to fit around these specific pumps.� If a different pump was to be introduced, piping would have to be adapted, perhaps new electrical power would have to be routed, water lines might have to be changed.� In addition, the footprint of the pump is of extreme importance since floor space is limited in an already crowded guide hall and confinement building.� The scope of service is to deliver vacuum performance, mechanical reliability and durability guaranteed to pass factory original specifications. Failure to service will result in degraded performance, and eventually damage to the equipment. The vacuum pumps are EPX500LE, manufactured by Edwards Vacuum LLC. If vacuum pump repairs are not completed with Edwards OEM parts by Edwards certified technicians, it will void the manufacturer�s warranty. To ensure continued performance and to protect against faulty or defective repair/service work, NCNR requires all parts used to be Edwards OEM parts and all work to be carried out by authorized Edwards certified technicians. These criteria are only met if the service is carried out by Edwards Vacuum LLC. The purchase of service from Edwards Vacuum LLC ensures the maintenance and repairs are done properly and within the desired response time. These vacuum pumps are used as shared resources that are accessible to researchers from industry, academia, NIST and other government agencies. The service is required to keep these systems operational, with minimal interruption in service so they are available for use 24 hours per day and 7 days a week. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established service lead times.�� � The North American Industry Classification System (NAICS) code for this acquisition is 811310 and the size standard is $11.0M No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
