- Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate a delivery order to Maritime Surveillance Associates (MSA), 39 Peterson Lane, Brunswick, MA 04011, on an existing Basic Ordering Agreement (BOA) N00019-21-G-0003, on an other than full and open basis. NAVAIR intends to procure a technical data package for a software application under the Global Reconstruction and Measurement System (GRAMS), a real-time classifier to include displays and controls for inflight testing, and additional enhancements to the application and GRAMS Sensor Processing Service.� GRAMS software provides Maritime Patrol and Reconnaissance Aircraft (MPRA) the ability to extract measured Sound Pressure Level (SPL) of signals radiated by threat submarines, surface ships, and weapons to the frontline warfighter. The GRAMS application utilizes GRAMS data to interface with a third party processing system which allows for user data visualization. � The anticipated period of performance for this action is 24 months which includes options. � The authority permitting other than full and open competition is provided in 10 U.S.C. 3204 (a)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.� A request for sources sought was issued under the original BOA award on 09 July 2019 and closed on 24 July 2019.� Based on the results of that notice, no set-aside was determined. The NAVAIR Office of Small Business Programs concurs with the set-aside determination.� This notice of intent is not a request for competitive proposals.� However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
